General Responsibilities
The Director’s function is to provide leadership for the office of Disability Support Services (DSS) and the Project Access program and to ensure programmatic and physical accessibility for students with disabilities. The Director is responsible for strategic planning, budget development, hiring, scheduling, training and evaluating staff.

This person directly supervises three Disability Support Services Counselors, the Interpreter Coordinator, the Assistive Technology/Accommodated Testing Specialist, the Associate Director, Project Access, and the administrative assistant. The Director also indirectly supervises approximately 20 free-lance sign language interpreters, 10 reader/writer/proctors, three work-study students and Project Access staff which includes 10 part-time teachers, a counselor, 8 peer mentors/tutors and an administrative assistant. The Director also supervises any ancillary staff /outside contractors that may be working for DSS as a part of grant projects or agreements with community agencies.

This position works closely with faculty, staff, and administrators of the college to ensure that students with disabilities are appropriately accommodated in all aspects of their college experience. The Director is responsible for the development of policies and procedures that address the needs and concerns of students with disabilities and ensure campus compliance to all applicable federal laws. The Director also serves as a consultant on all Americans with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act issues affecting students. The Director is responsible for assisting in and preparing necessary materials in Office of Civil Rights investigations with respect to disability.

The Director is also an integral part of the college’s ASSIST (Assessment and Intervention for Students Team) and is a member of both the core ASSIST team and the expanded team. The Director serves on other college committees as requested, plans and leads DSS staff meetings, plans and attends AS&CS all staff meetings and attends VPSS director meetings.

The Director also collaborates with various off campus agencies that provide support to individuals with disabilities, works cooperatively with local high schools, colleges and universities, and actively participates in local professional associations.

Work Performed
  • Designs, develops and implements a comprehensive program of disability support services to meet the needs of all students with disabilities on campus who self-identify to the office within the framework of federal regulations and current accepted learning theories.
  • Supervises the Associate Director, Project Access, the 3 DSS Counselors, the Assistive Technology/Accommodated Testing Specialist, and the office associate.
  • Functions as the primary advocate for students with disabilities at Howard Community College, both on and off campus.
  • Develops and implements all policies and procedures that affect students with disabilities on campus.
  • Hires, trains and supervises the disability support services counselors as well as administrative support staff.
  • Acts as cost center manager and is responsible for the development and management of the Fund 10 and the Fund 13/Accommodations budgets and developing the multi-year staffing plan.
  • Responsible for the assessment of all the students’ documentation of disability and the determination of “reasonable accommodations” based on the students’ needs, disabilities, and the laws (ADA/504).
  • Ensures the accurate and timely preparation and distribution of accommodations memos for all students with disabilities who request them.
  • Ensures the accurate maintenance and confidentiality of the data base and filing system for the office and the preparation of various statewide reports.
  • Supervises the Interpreter Coordinator and the coordination of the sign language interpreter services, including the hiring, supervising and scheduling of 20 – 30 sign language interpreters.
  • Supervises the Assistive Technology/Accommodated Testing Specialist and the hiring and training of the15-20 reader/writer/proctors who provide accommodated testing services to all students with disabilities who need more accommodations than the Test Center can provide.
  • Supervises the timely production of alternative formats as well as the instruction in assistive technology for students with disabilities.
  • Supervises the purchase and maintenance of all technology and equipment for the assistive technology lab.
  • Serves as a consultant for the campus on ADA/504 compliance.
  • Consults with faculty and staff on an as needed basis in order to ensure the provision of accessible instruction to all students.
  • Works with the grants office in reporting and budgeting for any grant funds that may be available to the DSS office to provide services for students with disabilities.
  • Uses grant funds to design, develop and implement any special programs in order to support for students with disabilities (i.e. executive function coaching program).
  • Works with outside agencies to design, develop and implement unique ways of providing additional support to our students with disabilities (i.e. Pathways program with the Division of Rehabilitation Services – DORS)
  • Develops and implements various means of disseminating information on disabilities on campus in order to promote awareness of disabilities.
  • Serves as a member on both the college’s core behavioral intervention team, ASSIST, as well as on the expanded team.
  • Serves on various college committees such as the Developmental Education Committee and the First Year Experience Committee.
  • Works with the Admissions Office in terms of academic advising training and providing assistance for the Freshman Focus advising program.
  • Advises students based on their unique learning styles.
  • Oversees and updates faculty handbook, student handbook, brochures and online information.
  • Assists the Director, Academic Support Services in screening applications from students with disabilities to determine eligibility for grant funded services and requests required documentation.
  • Compiles and assists with completion of all area reports as requested.
  • Assists with tracking and follow-up of student academic progress.
  • Builds connections with and gathers information from local human services agencies as well as local and national organizations that work with persons with disabilities.
  • Builds and maintains liaisons with DSS offices at local colleges and universities.
  • Remains current in the field by attending trainings, workshops, seminars on issues pertinent to the field of disability.
  • Represents the college when requested by speaking at various local and national agencies and conferences.
  • Serves as back-up to the Counseling Department to handle students who come in with personal crises.
  • Performs additional tasks as assigned.

  • Master’s degree in Counseling, Special Education or related field
  • At least three years college advising, advocacy, and counseling experience (preferably with one year supervisory experience)
  • Knowledge of laws protecting persons with disabilities such as the Americans with Disabilities Act and Section 504
  • Experience assessing students’ documentation of disability and prescribing appropriate accommodations, preferably on the college level
  • Ability to establish working relationships with local human services agencies
  • Prefer sign language/interpreting skills or experience coordinating interpreters
  • Knowledge of Microsoft applications including Word, Excel, and Access
  • Familiarity with Colleague Student System and the use of Ellucian Student Planning is highly desirable
  • Strong interpersonal and problem solving skills
  • Occasional weekend programs required
  • May need to work evening and weekend hours as needed and for special events
