The Director Technology Partnerships Office is responsible for overseeing NIST's internal and inter-agency technology transfer activities through NIST's Office of Research and Technology Applications (known as TPO), which include working with patent counsel in preparing patent applications, negotiating licensing agreements, chairing inter-agency working groups on technology transfer and Bayh-Dole policies, reporting on federal technology transfer performance, serving as the fiduciary agent for the Federal Lab Consortium, promulgating regulations under the Bayh-Dole legislation, and other related statutory responsibilities. Additionally, the incumbent performs the following activities:

EXECUTIVE CORE QUALIFICATIONS (ECQs):

ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. (Competencies: conflict management, leveraging diversity, developing others, team building)
ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)
ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)
PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQs):
PTQ 1 - Demonstrated experience managing technology licensing in complex public or private organizations involving technology commercialization, industrial partnerships and entrepreneurial policies and practices.
PTQ 2 - Demonstrated experience and skill in coordinating with high-level public and private stakeholders at the national or regional levels by conceiving, planning, and leading the development of policies that promote U.S. industrial competitiveness through technological innovation.
PTQ 3 - Demonstrated experience in the outreach to at least two of the three following: industry, academia, and/or government for improved technology transfer practices and skills in negotiation of collaborative research agreements and licenses, patents, commercialization, and marketing.
