Economist

Duties The position is a national technical expert in employee benefits and provides expertise in the economic analysis of regulatory policy development, economic research, and statistical and analytical support of EBSA enforcement and other programs. As a senior economist, the incumbent formulates, conducts, and guides economic research projects, analyses, or programs with great impact and significance to the agency. Plans, manages, and contributes to the accomplishment of significant economic research activities, policies, or special studies - interpreting relationships and incorporating economic factors that cut across all sectors of the economy. Assigned economic issues are extensive and varied - requiring considerable collaboration to effectively research, investigate, and resolve critical economic problems. Based on analytical findings, provides authoritative advice to management officials for decision making purposes, directly impacting important aspects of the agency's mission. Serves as an agency representative and senior consultant to agency officials, the private sector, Congressional interests, and other stakeholders on a wide range of economic issues, policies, and concerns. Provides oversight and guidance on the scope and conduct of the economic analyses undertaken by lower-graded economists. Reviews work of lower-graded economists and ensures compliance with current policy guidance and technical regulations as well as overall technical quality. Performs other duties as assigned. Requirements Conditions of Employment Must be at least 16 years old. Must be a U.S. Citizen. Appointment to this position may require a background investigation. Requires a probationary period if the requirement has not been met. Subject to financial disclosure requirements. Qualifications You must meet the Basic Requirements listed in the " Education Requirements " section and the "Specialized Experience" to qualify for Economist, as described below. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service. Basic Requirements: (You must submit a copy of your transcript(s) to verify that the Basic Requirements listed above are met). Reference the "Required Document" Section. A. Degree: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR B. Combination of Education and Experience:courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. In addition to meeting the Basic Requirements listed above, applicants must also meet the specialized experience outlined below. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service. Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Qualifying specialized experience is defined as using advanced economic theory, statistical or econometric methods to analyze policy, legislative, regulatory issues relating to various aspects important to private employee benefits (e.g., economic research studies or use of current statistical software packages like SAS, Stata, or R to conduct analysis) or experience using primary and secondary databases relevant to private employment-based health and retirement benefits (e.g., Form 5500, Form M-1, CPS, SIPP, MEPS, SCF, HRS, PSID, Morningstar, or various industry databases relevant to private employee benefits) to provide technical guidance or briefings to senior level managers.
