This position serves as an Environmental Protection Specialist within the Resource Management Division at Cuyahoga Valley National Park. The primary responsibility of this position is to ensure the park complies with relevant laws, regulations, and policies related to park and partner activities as part of an interdisciplinary team. The selected applicant will:
GS-0028-11 Major Duties
Oversee and/or participate in the preparation, internal review, and the public involvement and review process for all environmental-compliance documents. Act as project manager or team leader for preparation of environmental documents for projects that can potentially affect park resources and values. Evaluates National Park Service project work for potential environmental effects and ensures compliance with applicable policies and regulations. Ensures documents are technically adequate and conform to National Environmental Policy Act (NEPA), wilderness regulations and NPS regulations, policies and guidelines. Analyzes problems in the field of compliance and recommends solutions. Provides or coordinates with other specialists in obtaining technical and policy analysis of complex external proposals potentially affecting parks and other areas of NPS jurisdiction and prepares comments on NPS position.
GS-0028-12 Major Duties
Functions as an environmental specialist who manages all aspects of compliance processes and environmental documentation for the Park. Ensure projects comply with the National Environmental Policy Act (NEPA), National Historic Preservation Act, Endangered Species Act, Clean Water Act, and other environmental laws, regulations, and policies that factor into NEPA analyses. Draft thorough documents for consultation with other agencies (e.g., State Historic Preservation Officer, U.S. Fish and Wildlife Service, U.S. Army Corps of Engineers) that describe proposed actions and their impacts. Advise and lead the NEPA compliance process for a variety of projects and plans, including complex and/or controversial actions, including writing quality documents that address all relevant environmental laws, policies, and guidance. Guide an interdisciplinary team of subject matter specialists in the analyses and minimization of environmental impacts associated with proposed actions. Compile and maintain well-organized and legally defensible decision files. Develop and maintain positive and effective working relationships with park staff, agencies, tribes, stakeholders, and the general public. Prepare and manage contracts for compliance-related work, including development of contract specifications, scopes of work, and government cost estimates. Lead and/or assist in developing strategies for public involvement and facilitating public hearings and workshops.
Duties will be developmental in nature when filled below the full performance level.
Physical Demands: Work is primarily sedentary in an office environment but may require limited physical exertion such as long periods of standing; walking over rough, uneven or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities. Operation of and travel within motor vehicles is required.
Work Environment: The majority of the work is performed in an office setting with some travel to attend meetings, conferences and workshops, or for field inspections. The work can occasionally involve moderate risks, discomforts, and unpleasantness such as exposure to dust, hot and dry weather extremes; and flights in small aircraft, including helicopters.
Area Information
Cuyahoga Valley National Park is located in northeast Ohio along 26 miles of the Cuyahoga River in a suburban setting between the cities of Akron and Cleveland. The park's mission is to preserve and protect the historic, scenic, natural, and recreational values of the Cuyahoga River Valley for public use and enjoyment. The park is predominately forested with areas of agriculture, grasslands, wetlands, and waterways. Winters are moderately cold with frequent snowfall and average temperatures in the 20s and 30s. Summers are moderately warm with average temperatures in the 70s and 80s and occasional warm spells in the 90s. Rural, suburban, and urban communities are all within reasonable commuting distance to the park, which supports outstanding opportunities for outdoor recreation. GS-11: To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking.
