We are hiring a Full Time, Permanent position as a Utility Operations Manager to work in EPCOR’S San Tan District.
The Utility Operations Manager is responsible for planning, directing, organizing, and supervising EPCOR’s San Tan District’s water distribution and wastewater collection field operations, which includes all activities related to the design, installation, inspection, repair, operation, and maintenance of water/wastewater utility systems, including water and sewer mains, services, water valves, fire hydrants, water meters and all other related infrastructure. This individual will also performs a variety of administrative tasks and oversees subordinate supervisors, foremen, technical workers, and other field employees engaged in operations and maintenance activities as well as customer service.
What you’d be responsible for
- Planning, organizing, coordinating, staffing, and training of water and wastewater utility staff
- Direct observation and oversight of related Sustaining Capital Projects and close coordination with the Engineering Division on new construction projects, operation, maintenance, installation and repair of the utilities water and wastewater infrastructure
- Handling all aspects of performance related evaluations of employees
- Reviewing, monitoring, and administering the operations and maintenance budget for the water distribution, water supply, and wastewater collections activities
- Participating in long-range and strategic planning
- Preparing requests for estimates, requests for bids, and other documentation for maintenance projects
- Overseeing the development, data entry, and reports generated from Cityworks
- Working with Engineering staff reviewing and commenting on plans and technical specifications for water supply and water distribution and wastewater collection system projects
- Providing input to Engineering staff on installation details and acceptable materials of construction
- Attending construction meetings and observing progress of related construction projects in the field
- Updating standard details related to water and wastewater projects
This position also manages the field services team responsible for the Field Services Representatives and Meter Readers. Works closely with Customer Services on key customer accounts and utilizes the ECIS+,and Cityworks programs.
The Manager must be available on a 24-hour basis to cover emergency situations. This position is given considerable latitude for independent judgment and decision-making to ensure compliance with all relevant regulatory requirements. The employee is responsible for maintaining a safe working environment that complies with federal, state, and company guidelines. This role receives administrative direction from the Sr. Manager, Operations – San Tan District, who reviews the work through reports, conferences, and evaluation of results achieved.
What’s required to be successful
- Bachelor’s degree preferred; combination of training, education, and experience equivalent to graduation from an accredited college or university with a Bachelor’s Degree in Engineering, Business Administration, Business Management, Organizational Management, or closely related field.
- Minimum experience of 8 years of direct experience in the administration, planning, operation, and maintenance of water distribution and wastewater collections facilities and/or systems required.
- At least 4 years of supervisory experience required.
- ADEQ Certification at a Grade IV level in Water Distribution and Wastewater Collection is required.
- Proficiency in Windows based software, including Word, Access, and Excel, Graphical Information Systems (GIS), and Computerized Maintenance Management Software (CMMS).
- Strong management skills (planning, organizing, analysis, problem solving, teamwork, employee development).
- Strong influencing skills.
- Excellent leadership skills, presence and the ability to deal effectively with and maintain productive relationships with employees at all levels, management and various external stakeholders.
- Ability to lead, motivate and empower employees.
- Excellent verbal and written communication skills, as well as interpersonal skills (persuasion, listening, cooperation and diplomacy) that create an atmosphere of trust and mutual respect among all team members.
Other important facts about this job
This individual will be require to travel to all facilities within the San Tan District, must operate Company owned vehicles in a safe manner, and have a valid Arizona driver’s license (AZ CDL desirable) with good driving record.
