Job Summary
Job Description
  • Develop and maintain eligibility determination procedures in consultation with department staff, published regulations, and contractors.
  • Leads training of staff on the proper procedures for LTC and waiver services eligibility determinations.
  • Monitors staff performance and adherence to required training and recommends further training to supervisors when deficiencies are noted.
  • Works in conjunction with LDH EPO management to provide guidance of policy intent and to interpret eligibility procedures for Medicaid staff.
  • Support with analyzing procedures to determine impact on staff, programs, and members.
  • Collaborates with eligibility staff at all levels to recommend changes in procedures to reduce workload, erroneous payments and burdens on applicants and enrollees.
  • Performs reviews on samples of cases to evaluate successful implementation of procedures, and shares this information with Eligibility Program & Field Operations and Medicaid Policy Section management for edification on eligibility staff operations.
  • Develops, implements, directs and monitors compliance of procedures with corrective action efforts to minimize errors in LTC and Waiver eligibility determinations.
  • Develops and maintains operational chapters governing LTC staff.
  • Consults with supervisors and regional management to further staff development and skillset acquisition according to operational needs.
  • Assists in the development of operational standards for regional office personnel to ensure quality delivery of services. Monitors and evaluates service delivery and staff performance.
  • Supports the LDH Medicaid Program Manager 1A – LTC in performing position duties.
  • Performs other duties as assigned.
Required Qualifications:
  • Bachelor’s degree or six years of professional work experience in lieu of degree.
  • Minimum one year of professional experience working with Louisiana LTC Medicaid Policies, Procedures, and LaMEDS.
  • Excellent analytical skills, effective organizational and time management skills.
  • Great attention to detail and follow‐up and excellent verbal/written communications skills.
  • Proficient in Microsoft Office programs.
Desired Qualifications:
  • Advanced Degree in Communications or Training & Development or related field.
  • Minimum two years of professional experience working with Louisiana LTC Medicaid Policies, Procedures, and LaMEDS.
  • Minimum one year of professional experience in training development and/or delivery.
  • Minimum one year of experience in procedure development and maintenance.
  • Relevant industry certifications such as CPTM, CTD, CT, SHRM, ABC, SCMP or similar.
