GENERAL PURPOSE
Reporting to the Deputy Superintendent and Chief Operating Officer, the Executive
Director of Transportation Services is responsible for the safe and efficient transportation of students of Stafford County Public Schools (“Stafford Schools”) riding school buses to and from school and school-sponsored activities. This individual will supervise all aspects of the Department of Transportation Services
(“Department”), oversee a comprehensive program to recruit and retain a qualified corps of drivers and bus attendants, and ensure compliance with all State, Federal, and School Board-approved laws, policies, regulations, and guidelines as they impact student transportation. The successful Executive Director will ensure that student transportation provides consistent service that enables students’ full participation in educational and extracurricular activities and that the School Division makes informed decisions on policies and decisions regarding student transportation.
MAIN JOB TASKS AND RESPONSIBILITIES
- Oversees consistent and efficient student transportation operations
- Plans, organizes, and operates the Department’s programs in accordance with School Board policies, Virginia Department of Education (“VDOE”) regulations, and other relevant State and Federal laws.
- Ensures school transportation programs meet all requirements of the daily instruction programs and extracurricular activities.
- Oversees the recruitment, hiring, training, and supervision of all bus drivers, bus attendants, and other Department personnel.
- Ensures timely preparation and administration of the Department’s payroll.
- Supervises process for determining and issuing contracts to drivers and attendants to efficiently manage Department payroll while providing consistent route coverage.
- Provides effective training for all Department staff and maintains appropriate handbooks and other training materials to ensure compliance with relevant laws and procedures.
- Maintains, implements, and enforces safety standards and protocols in conformance with relevant State and Federal laws and regulations and insurance company requirements.
- Coordinates administration of the CDL “Third Party Tester Agreement” as required by the Virginia Department of Motor Vehicles.
- Ensures timely reporting of required information, including but not limited to accident reports, ridership, and mileage to Stafford Schools leadership, insurance company, and the Virginia Department of Education
- Serves as expert advisor on transportation-related policies and decision
- Prepares the Department’s annual budget proposal.
- Proposes strategic plans to improve Department operations and/or alignment of Department activities with overall strategic plan of Stafford Schools.
- Maintains appropriate data on Department operations to meet legal requirements, inform strategic decisions, and provide requested reports to the Superintendent and School Board.
- Advises the Superintendent (or designee) on road conditions and makes recommendations on school closures or delays during inclement weather.
- Serves as a liaison to parents with concerns or special requests regarding student transportation.

EDUCATION AND EXPERIENCE
- Bachelor’s degree from an accredited college or university; master’s degree preferred. Relevant experience in excess of requirements will be considered in lieu of degree.
- Possession, or ability to obtain within six months of employment, a Commercial Driver’s License with a school bus certification valid in the Commonwealth ofVirginia.
- Five (5) or more years of supervisory experience in K-12 school administration or passenger transportation services; experience with pupil transportation service preferred.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
- Work environment is both indoors and outdoors with regular exposure to weather conditions and occasional proximity to roadways with moving traffic, and occasional exposure to chemicals or other negative air quality elements.
- The work is medium work requiring exertion of up to 50 pounds of force to move or lift objects .

Pay: $128,130.00 - $162,750.00 per year
