The External Affairs Manager provides general assistance and administrative support to the local and regional teams. Primary responsibilities include interfacing with local jurisdictional, utilities and customers as part of researching and/or undertaking relevant process(es) relating to the construction and installation of network facilities in the public right of way, participating in meetings related to network deployments, and performing periodic tracking and reporting of functional progress in support of program and/or project management.
Essential Job Functions:
- Provide support for all aspects of obtaining highest-priority draft agreements, preparing, submitting, tracking and securing permit applications and other authorizations as required by local jurisdictions and utilities relating to the construction and installation of network facilities.
- Perform reviews and analyze draft agreement templates to ensure deal points match the expectations of all parties.
- Support External Affairs group in establishing and maintaining working relationships with jurisdictions, utilities or other authorizing agencies and managing all aspects of permit compliance with conditions of approvals or authorizations from jurisdictions for the construction, installation, operation and maintenance of network facilities.
- Will also be called upon to interface with jurisdictional staff to effectively communicate and resolve issues in support advancing Ubiquity’s brand perception, serving as an advocate for Ubiquity and lead contact for city escalations.
- Serve as liaison between External Affairs group and other internal functional groups to ensure compliance with general conditions of approvals at permitting and construction stages of a project required to meet critical project milestones and timelines.
- Support functional group on the as-needed basis to update reporting, review and analysis of municipal code and/or ordinances and any revisions thereto, in collaboration with functional team members or legal counsel.
Education/Certifications:
- Bachelor’s degree or equivalent experience
Experience/Minimum Requirements
- Two (2) to four (4) years demonstrable working experience in or with a utility or a jurisdiction, ideally in a planning, zoning, permitting and/or land use capacity. Wireless and/or wireline industry experience preferred, or equivalent in a comparable industry, or relevant military experience.
- Knowledge of and/or experience in permitting and/or deploying distributed network systems or utility facilities in the public right of way preferred.
- Practical knowledge 0f and familiarity with Microsoft Office Suite essential, and ESRI, or similar GIS database preferred.
- Experience in all of the following preferred: interfacing with jurisdictional staff or officials and the general public; working within a dynamic team or group context; working with permit applications, construction drawings, and jurisdictional permitting process(es) relating to outside plant construction; and developing and administering effective community outreach programs.
