Huntsman Advanced Materials is seeking a Federal Programs Assistant. The Programs Assistant will provide an integrated range of administrative and specific support functions to a Senior Programs Manager. This includes support to team members throughout the planning and implementation of programs aligned with Huntsman’s strategy of having a proactive presence in US federal government market, specifically in the areas of aerospace, defense, and energy.
Position requires:
a) Diversified program organization, planning, and oversight of capital expenditures for both internal research and development and programs funded through contracts/grants for commercial defense and aerospace-related projects.
b) Point of contact (POC) responsibility with corporate purchasing on strategic acquisitions of critical materials and precursor chemistries.
c) Ensure financial compliance of contracts/grants thru timely collection of required metrics including time accounting and other related documentation
d) strategic representation and collaborative interaction with a wide range of high-level internal and external constituencies.
e) assist in the establishment and administration of integrated program budgets, operating policies and standards, and management systems.
Reporting directly to the Sr. Programs Manager, this high impact position serves to support the management of U.S. government and other sponsored projects undertaken by Huntsman Advanced Materials Americas. This includes following legal, contractual, and internal process requirements related to purchasing, time accounting and capital acquisitions. There is frequent and close collaboration with clients, technology associates, process development, manufacturing, accounting, and purchasing teams.
The incumbent functions will include:
a) Supporting integrated Department of Defense RDT&E funded programs consisting of a set of interconnected component activities, and/or a group of associated, separately within contract/grant funded programs; supporting work scope, funding/resource allocations; and supporting related operational policies and procedures.
b) Administering programs usually focused on an associated set of complementary technical objectives within an overall mission, may be scientific, research and/or services.
c) Supporting program activities and maintaining responsibility for the appropriate use of programmatic funds within the parameters of the contracts/grants.
In summary, as the Federal Program Assistant, you will be:
  • Assist in preparation of documentation for contracts and grants.
  • Managing the capital purchasing activities for the regional division.
  • Assists the finance staff and purchasing to ensure proper billing and collection of contractual revenue and cost.
  • Assisting in the planning and overseeing of significant events.
  • Assisting in managing the budget for capital and non-capital specific purchases.
  • Acting as a liaison between different regional functions.
  • Recommend and implement systems to assess, collect, maintain, and analyze data based on associated responsibilities.
  • Supports the daily administrative components of programs/projects, including providing detailed documents for inclusion within contract files.
  • Monitors resources (labor, budget, and subcontractors) to effectively accomplish the program/project function.
  • Develops and implements systems and processes to establish and maintain records for the operating research group.
  • Collects data and assists in management of annual budgets for the organization.
  • Handles the acquisition, inventory management, audit and, when applicable, disposal of equipment related to government contract obligations.
  • Conducts special projects / performs other incidental and related duties as required and assigned.

Required Qualifications
Education
  • High School Diploma or Associate degree preferred but will commensurate for experience
Experiences
  • Minimum of five years of administrative experience.
  • Preferred five years or more experience in materials and capital purchasing and acquisitions systems.

Skills & Knowledge
  • Familiar with handling of controlled information including Controlled Unclassified Information (CUI), Commerce Controlled Information and International Traffic in Arms Regulation (ITAR).
  • Strong computer proficiency and familiarity with Microsoft Office programs including Microsoft Projects
