Position Type: Full Time, Exempt 

Position Classification: Not Union Eligible

Compensation: $64,000-74,000, annually

Salary Band: Manager 1

Position Travel/Driving Percentage: Up to 25%

Reports to: Deputy State Director - Pennsylvania

For Our Future recognizes a staff bargaining unit, affiliated with the International Brotherhood of Electrical Workers (IBEW) 2304, a labor union. This position is NOT included in the For Our Future bargaining unit. 


About the Role

The Human Resources Manager will plan, direct and coordinate the routine functions of the Human Resources (HR) department within the state of Pennsylvania including but not limited to, hiring and interviewing staff, administering pay, benefits, and leave, employee relations and enforcing company policies and practices. This position will work closely with the national human resources team in managing HR policies, programs, functions and activities.


This position runs through at least December 12, 2024.


Essential Functions
  • Partners with the state leadership team to understand and execute Pennsylvania human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.
  • Identify staff vacancies and recruit, interview, and select qualified applicants.
  • Plan, direct, supervise, and coordinate work activities of staff relating to employment, compensation, payroll, labor relations, and employee relations.
  • Serve as a resourceful link between management and employees by handling questions, interpreting and administering offer letters and helping resolve work-related problems.
  • Maintain records and compile statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, and absenteeism rates.
  • Provide current and prospective employees with information about policies, job duties, working conditions, wages, opportunities for promotion, and employee benefit.
  • Direct preparation and distribution of written and verbal information to inform and support employees with the FOF’s benefit programs.
  • Support the administration and execution of routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.
  • Creates learning and development programs and initiatives that provide internal development opportunities for employees, in collaboration with the national human resources team.
  • Support supervisors in their role of supporting, evaluating, and training staff.
  • Coordinate with state leadership, hiring managers and operations staff to facilitate new hire onboarding and ensure new hires complete all required documentation and training.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Other duties, responsibilities and activities may change or be assigned at any time with or without notice.


Supervisory Responsibilities
  • Recruits, interviews, hires, and trains new staff in the specific department, in collaboration with hiring managers.
  • Oversees the daily workflow of the human resources function within their state.
  • Handles discipline and termination of employees in accordance with company policy.


Skills and Qualifications
  • Bachelor's degree in Human Resources Management or any related field, required.
  • At least 3 years of Human Resources experience.
  • Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems. Experience with Paylocity, a plus.
  • Prior payroll and benefits experience, required.
  • Broad and current subject matter knowledge and experience in federal and state employment laws to advise leadership with solutions; knowledge of Nevada labor and employment laws preferred.
  • Understanding the implications of new information for both current and future problem-solving and decision-making.
  • Excellent verbal and written communication skills.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Ability to successfully resolve escalated issues that arise from the daily operations of Human Resources.
  • Experience in a non-profit, social welfare or issue advocacy organization, preferred
  • Labor relations experience in a union environment, preferred
  • SHRM Certified Professional (SHRM-CP) or Human Resources Certification Institute (HRCI), preferred


The compensation for this position may be based on experience and comes with a comprehensive benefits package

  • 13 days paid time off every calendar year, as well as other paid holidays


Expected Hours of Work
  • Normal hours of business are from 9am - 6pm Tuesday thru Saturday. Employees will be required to work outside of normal business hours including weekends and nights
  • Employees are required to abide by certain blackout dates during a campaign cycle or other key deadlines, and generally not allowed to take off during blackout periods. Emergencies are not affected by this policy.


$64,000 - $74,000 a year

Work Environment

So long as it is safe and appropriate to continue door-to-door and site-based canvassing, it will be a high priority. Employees may be required to work in extreme weather conditions, including rain, heat, and cold. Overseeing canvassing is considered an essential function of this job. This position is expected to interact regularly face-to-face with voters, volunteers or community partners. If state and government stay-at-home orders, phased reopening orders, or other factors related to the COVID-19 virus (or any other reason) limit For Our Future’s ability to engage safely in in-person work, employees may be assigned other duties to be conducted from their homes.
