Overview:
LMI is seeking a Foreign Military Sales/International Armaments Cooperation Analyst to support senior leaders in a high-visibility role in the Office of the Secretary of Defense (OSD). We are looking for a top-performing candidate with a military or civilian background in acquisition management to join our team that supports the Office of the Director for International Cooperation (IC), Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD/A&S). In this role, the consultant will assist the IC Executive Director and staff with oversight of the Defense Exportability Features (DEF) Program.

Responsibilities:
  • Provide ongoing international acquisition and exportability program review support, including acquisition document reviews and written technical briefings.
  • Support policy analysis for export policy and technology security and foreign disclosure required actions related to maintaining U.S. technological advantages.
  • Manage the project execution of DEF Program studies and the planning for execution of research, development, test, and evaluation funding.
  • Build relationships with the representatives of DoD program projects, nominating new programs to the DEF Program, and integrating activities across a wide range of topics and issues.
  • Work closely with the OUSD(A&S)/IC Budget Analyst and other DEF Program points of contact to update DoD budget tracking systems with actual expenditures.
  • Obtain required analytical products that support acquisition and requirements reviews.
  • Maintain/update program governance documents and standard operating procedures.
  • Provide analytical support for time-critical issues to include short-notice data calls, budget queries, project updates, presentations, and deliveries of salient information to IC leadership.
  • Help coordinate meeting support for principal attendance at DoD acquisition and security cooperation meetings, and other high-level briefs.
  • Review and coordinate on DoD acquisition program documentation to ensure that standardization and other requirements for considering and planning for international cooperative programs, defense exportability, and/or foreign sales are included.
  • Analyze and coordinate DoD international standardization requirements, acquisition, and policy documentation relating to international cooperative opportunities, foreign materiel solutions and sales, technology transfer and foreign disclosure, Yockey Waivers, end use certificates, and logistics.
  • Develop and coordinate recommended positions for DoD leadership participating in senior-level acquisition management fora, including Defense Acquisition Boards (DABs), Overarching Integrated Product Team (OIPT), Defense Acquisition Executive Summary (DAES) reviews, Defense Exportability Features (DEF) Pilot Program Interim Program Reviews, and Arms Transfer and Technology Review Senior Steering Group (ATTR SSG) meetings.
  • Analyze, recommend, and implement "best practices" program management, systems engineering, and program protection measures early in program design and development to enhance the exportability of U.S. defense equipment and improve standardization with partners. This analysis includes identification of Critical Protection Information, development of Anti-Tamper, Information Assurance, and Differential Capabilities to enable defense exports.
Qualifications:
MINIMUM QUALIFICATIONS:
  • Bachelor’s degree (Any field)
  • Holds at a minimum an active DoD Secret Clearance.
  • Experience in Foreign Military Sales programs and Defense Exportability policy required.

DESIRED SKILLS
  • At least 6 years of experience in Department of Defense, OSD or Service Headquarters international armaments cooperation activities.
  • Experience in security disclosure, export control, and cooperative acquisition.
  • Oral/written communication and presentation skills to review and implement policies and guidance.
  • Experience with Microsoft Office Suite to support production of executive level briefing materials, presentations, and point papers.
  • Experience employing electronic business tools to facilitate staffing and assist senior leader decision making.
