We are hiring for positions under the Global Health Training, Advisory, Support Contract (GHTASC) in support of the U.S. Agency for International Development (USAID) Bureau for Humanitarian Assistance (BHA). Position Summary

The Health Advisor will primarily support the USAID Bureau For Humanitarian Assistance (BHA) as a Credence Institutional Support Contractor (ISC). The Health Advisor will serve as part of the Technical Program and Quality Office’s (TPQ) Public Health and Nutrition Division (PHN), Health Team, which consists of advisors in humanitarian health and pharmaceuticals and medical commodities. They will also work with other elements of TPQ including advisors in agriculture, protection and vulnerable populations, and shelter and settlements, to provide a multidisciplinary approach to disaster response and risk reduction.


The Advisor will support BHA's approach to humanitarian health activities within a team and formulate sector strategies and recommendations for both response and disaster risk reduction, and provide technical support for BHA, other offices within USAID, and to the interagency. The Advisor will work closely with the Health Team Lead.

Responsibilities:
  • Providing support on humanitarian health intervention during a disaster response to USAID and BHA staff based in Washington, DC or in field offices. Following reports of natural disasters or large-scale conflict, assisting in providing recommendations to BHA staff regarding potential responses in health sector
  • Providing recommendations on the formulation of USAID/BHA’s humanitarian health technical and policy position and communicating the outcome through interactions with NGO partners, other donor agencies, the international humanitarian community, and other USAID staff.
  • In collaboration with the Team, conducting humanitarian health assessment of affected populations and recommending appropriate relief activities, while facilitating and coordinating USG emergency technical response activities with USAID Missions, other donor agencies, and the US Embassy.
  • Attending pertinent meetings and other events as appropriate such as participating in the Global Health Cluster.
  • Reviewing and advising the Team on providing guidance on proposals submitted by NGO and United Nations’ partners for humanitarian response and disaster risk reduction for health.
  • Participating in assessment teams, Disaster Assistance Response Teams, Response Management Teams, and other office duties as requested.
  • In collaboration with the Team providing “in-service” brownbag presentations to USAID and BHA staff on current public health related topics.
  • In collaboration with USAID/Washington and regional field office staff, supporting the team on the development of regional and country programmatic strategies and guidance related to humanitarian programming in the public health sector.
  • Participating in appropriate BHA general or sector specific training either as a participant and/or possibly trainer.
  • Monitoring BHA funded activities and assisting in making recommendations on the proper use of BHA program funds.
  • Coordinate and Liaise with USAID/GH colleagues on specific areas of work to advance the agency’s priorities on resilience
  • Identifying emergency public health mitigation and prevention measures that could be linked to disaster response activities. Reviewing mitigation principals and with collaboration with the Team Lead, recommending course(s) of action to BHA/Washington staff.
  • As appropriate, for cross-training purposes to enhance operational awareness, may serve on temporary details, not to exceed three months, within the office. Duties performed, while on detail, will be directly related to the duties and responsibilities outlined in the scope of work.
  • Participate in professional continuing education, skills training and professional meetings to enhance relevant technical skills and career development.
  • Complete and execute an Individual Learning and Training Plan and Annual Work Plan.
Qualifications:
  • Master’s degree with 6 years of relevant experience, or bachelor’s degree with 8 years of relevant experience, Associate’s degree and 10 years of relevant experience, OR High School graduate and 12 years of relevant experience.
  • Recent experience working in a technical capacity for an international nongovernmental organization, public international organization, or USG agency working in humanitarian relief and response in emergency public health, and at least two (2) years’ experience working in a humanitarian setting.
  • Fluency in critical concepts of emergency public health interventions in developing countries and ability to develop programming to reflect those standards.
  • Understanding of key health issues related to displaced populations, refugees and other vulnerable populations and ability to represent the humanitarian perspective.
  • Demonstrated ability to interpret strategy; to analyze, develop and present work results; and to monitor and evaluate implementation of programs.
  • Background in implementing and managing operational research in emergency health program in humanitarian settings.
  • Demonstrated flexibility and openness in responding to changing work priorities and environments.
  • Strong written and oral communications skills, including the ability to write technical documents and give high level presentations to colleagues in and outside of USAID.
  • Strong interpersonal skills and experience working effectively independently and as a member of a team.
  • Short-to-medium term field experience or exposure to resource-challenged settings required.
  • Computer proficiency in Word, Excel and PowerPoint.
  • Ability to travel internationally up to 30% of the time.
  • US citizenship with the ability to obtain and maintain secret security clearance is required.

Full salary range for this positi
on is: $92,300 - $145,617 per year with the starting salary determined based on candidate’s knowledge, skills, experience, and education, in addition to budget availability.
