Health Emergency Preparedness Program Specialist II-Limited Term (Open)

The County of San Mateo's Emergency Medical Services Agency is seeking a highly motivated candidate with outstanding Public Health and Emergency Preparedness knowledge and experience for the position of Health Emergency Preparedness & Response Community Program Specialist II-Limited Term.

The current vacancy is a full time, limited-term position with the Health Emergency Preparedness and Response Program, located in South San Francisco, CA. This position will require travel, including but not limited to driving to and from various locations to perform the duties of the position. You will be required to occasionally be on-call and able to respond to EOC activations, including occasional work on nights and weekends as needed for incident response.

The primary duties include, but are not limited to:


  • Under general supervision of EMS Management, plan, coordinate, and implement public health emergency preparedness activities, including pre-emergency planning, emergency response activities, and post-emergency functions.
  • Facilitate the development, operationalization, implementation, maintenance, review, and update of public health emergency response plans and procedures.
  • Assess department and county-wide preparedness training needs and assist with designing, developing, and delivering trainings, exercises, and other outreach to ensure all staff and response partners are aware of and prepared for their roles during emergencies.
  • Research, implement and support emergency communications platforms in conjunction with other departments and colleagues.
  • Gather data and information through a variety of methods; analyze and synthesize data and information to assess, evaluate, and inform progress towards preparedness and response goals.
  • Provide medical health logistics support, including database and inventory management, and property management for medical health supplies.
  • Prepare a variety of correspondence, periodic and special reports, informational publications, program documentation, policies, procedures and other written materials.
  • Facilitate volunteer recruitment, training, and management to support programming and operational goals.
  • Contribute to long-term/short-term projects, programs, and strategic planning.
  • Flexibility to be available to work during emergencies on an on-call basis.
  • Attend a variety of after-hour/weekend meetings and training programs due to the emergency response nature of this position.
  • Perform other duties as assigned.

  • Accuracy and detail-oriented in data and written tasks.
  • Ability to establish priorities and manage multiple activities to meet program, department, and County deadlines through application of time management skills.
  • Ability to work independently and as part of a team.
  • Ability to assess and resolve program challenges.
  • Strong professional ethics.
  • Ability to maintain confidential information and handle confidential matters.
  • Ability to follow protocol, procedures, and guidelines.

Additionally, the following are highly preferred:
  • Completed courses: FEMA IS 100, 200, 700, 800; FEMA ICS 300 and 400; and HSEEP.
  • Master’s Degree from an accredited college or university in emergency management, public, business, or health administration, public health, human services, administration of justice, communications, or a closely related field or 3 years of experience planning and coordinating emergency response programs and activities.
  • Proficient in Microsoft Office Suite.
  • Experience in emergency medical services.

The salary range for this position is "as is" and non-negotiable.

This is a limited term, at-will position. Limited Term Employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan.

Licenses and Certifications:
Possession of a valid California Driver's License.

Pass a detailed background investigation prior to appointment.
