JOB FUNCTION/DESCRIPTION

The overall responsibility of the HTH Human Resources Manager is to work with HTH’s Human Resources Director to manage the human resources department’s daily operations and activities in support of approximately 1,000 employees, with a daily focus on providing great service. The HR Manager will play a pivotal role in shaping and implementing HR strategies to support the organization. Areas of focus include HRIS administration, employee relations, learning and development, performance management, recruitment and selection, onboarding, leave administration, policy implementation, employee engagement, and legal compliance. This position is onsite in San Diego.


Duties and Responsibilities (include but are not limited to)

*Serve as a resource to all employees regarding various employment questions including leaves of absence, reasonable accommodations, compliance, annual requirements, workers compensation, and CBA maintenance and implementation.

*Model amazing employee-facing customer service values.

*Support and guide the HR team to assist employees with various HR-related topics including recruitment, onboarding, offboarding and legal compliance.

*Research and implement information to assist with problem solving in all areas of human resources.

*Create interactions between staff and HR that are positive and welcomed by employees.

*Analyze trends and metrics to proactively recommend and develop innovative HR solutions, approaches and procedures to effect continual improvements in efficiency of department and services performed; ensure efficient and consistent use of HR workflows.

*Drive common HR processes and provide onsite support to teachers and support staff. 

*HR Operations including HR reporting, HRIS platform administration, change forms, file keeping/auditing, compensation review, etc.

*Assist with compensation approvals, preparing and reviewing offer letters and employment contracts, and processing transfers, promotions, and terminations.

*Oversee and manage all types of leaves of absence from start to finish.

*Support recruitment; oversee recruiting process and new hire onboarding.

*Assist in the facilitation of all new hire activities such as offer letters of employment, credential and transcript verification, and pre-employment checklists including fingerprinting, TB tests, and I-9 processing.

*Assist in development, implementation, and administration of HR policies, procedures and practices ensuring that the school complies with the two union contracts and employment, safety, labor relations, EEO and other state and federal regulations.

*Maintain in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance. Partner with the legal department as needed.

*Support all compliance requirements and reporting and ensure ethical, non-discriminatory and safe work environment.

*Manage the HRIS system alongside with other HR and Business Office team members.

*Manage compliance of all employees in regards to required annual trainings.

*Process operational transactions related to HRIS and timekeeping/payroll systems.

*Conduct personnel file audits/I-9 audits.

*Assist with creating and updating job descriptions.

*Assist with coordination of HR-led investigations.

*Support tasks around performance management.

*Perform related duties as assigned.


Knowledge and Qualifications

Abilities

*Ability to proactively recommend and develop innovative HR solutions, approaches and procedures.

*Ability to embody cultural values and align daily actions with HR department goals.

*Driven to remain current on all legal requirements affecting human resources policies and procedure.


Education and Experience

*3-5 years of experience in human resources management or human resources support of a large staff (500 employees or more)

*Degree or certification in human resources policies a plus

*HRIS experience required

*Experience managing Leaves of Absence in California required

*Experience managing recruitment, preboarding, and onboarding required

*Experience working within a union environment preferred

*Experience supporting employee relations situations a plus

*Understanding of California Teacher credentialing a plus

*Experience with payroll processing and legal requirements preferred

*May be asked to work at various school locations in San Marcos, Point Loma, Clairemont, and/or Chula Vista in San Diego, California
