About the City Manager’s Office
The City Manager’s Office provides strategic leadership that supports the Mayor and City Council and motivates the organization to deliver high quality services that meet the community’s needs. The City Manager’s Office of Administration, Policy, and Intergovernmental Relations, under the direction of the Director, coordinates internal budgets and hiring, citywide public policy, and legislative affairs. It provides the City’s Leaders, Administrators, Directors, and staff with support, coordination, research, and strategic analysis of the city’s critical needs, programs, policies, and services.
About the Position(s)
The City Manager’s Office is hiring for two Senior Executive Analyst positions specific to the City’s Homelessness Project. Each position is described below.
These positions are currently funded through June 30, 2026, with the potential to extend based on resource availability.
HOMELESSNESS DATA MANAGEMENT & PERFORMANCE ANALYTICS (SENIOR EXECUTIVE ANALYST)
Homelessness Data Management & Performance Analytics Senior Executive Analyst is integral to the City Manager’s Office leadership regarding reducing unsheltered homelessness and its overall focus on improving cross-departmental effectiveness regarding the homelessness crisis.
The ideal candidate will have significant experience and knowledge in:
- Application and use of data to address complex issues in the public, private or non-profit sectors
- Development of data governance structures and implementation of policies to facilitate all aspects of effective data management including quality, privacy and accuracy of data
- The homeless crisis response system overseen by the U.S. Department of Housing and Urban Development as well as State and Local systems designed to prevent and end homelessness
- Working in a dynamic, fast paced political environment with resource constraints, interdependent teams or departments, and competing priorities
- Managing and leading several projects with minimal supervision
- Creating compelling and results-oriented storytelling and narrative content driven by quantitative and qualitative values
Key position responsibilities include, but are not limited to:
- Collaborate with external partners in County government, including the Continuum of Care, the Santa Clara County Housing Authority and others
- Develop a Data Charter for Homelessness Data Collection and Analytics that is coordinated with data governance leaders in City Departments to ensure a well-aligned and comprehensive approach to data gathering and use for all city services that support people experiencing homelessness or are impacted by the homelessness crisis
- Collaborate with the Information Technology Department to support the infrastructure to facilitate coordinated data gathering and analysis across multiple City departments and partner government agencies
- Work with City Manager's Office of Administration, Policy, and Intergovernmental Relations on policy monitoring and evaluation initiatives including City Council Focus Areas Performance Management and City Service Area Performance Modernization to ensure alignment of homelessness-related data use and analysis efforts with all city services efforts.
- Assist City departments in the evaluation of cross-departmental initiatives related to homelessness.
- Create an analytics program for homelessness data, including developing a steering committee comprised of representative departments.
- Manage several projects from conception to implementation with minimal supervision that range from engaging community members on citywide projects to Citywide trainings
- Work with representative departments to establish a comprehensive homelessness data policy that supports the collection of data necessary to evaluate performance and report on success.
- Develop and maintain an Enterprise Citywide dashboard for the homelessness focus area, including collaboration with relevant City Departments regarding specific contributions.
- Draft City memos and reports related to City homelessness focus area workplan and projects
- Organize and facilitate meetings with external and internal partners
- Draw from a toolbox of research methodologies and approaches for an evidence-based culture, including leading workshops with City staff, advising departments on selecting measures and indicators, implementing data collection activities such as surveys, and supporting the citywide use of data in decision-making
HOMELESSNESS SYSTEMS COORDINATION AND EXECUTION (SENIOR EXECUTIVE ANALYST)
Homelessness Systems Coordination and Execution Senior Executive Analyst is integral to the City Manager’s Office leadership regarding reducing unsheltered homelessness and its overall focus on improving cross-departmental effectiveness regarding the homelessness crisis.
The ideal candidate will have significant experience and knowledge in:
- The homeless crisis response system overseen by the U.S. Department of Housing and Urban Development as well as State and Local systems designed to prevent and end homelessness
- The roles and relationships of branches of government at the local or regional level, including the mandates of elected bodies, the role of departments in implementing key initiatives, and effective management of competing priorities
- Working in a dynamic, fast paced political environment in which success requires multiple partners to collaborate and coordinate towards a shared goal
- Managing and leading several projects with minimal supervision
- Creating compelling and accessible storytelling and narrative content informed by quantitative and qualitative values
Key position responsibilities include, but are not limited to:
- Collaborate with external partners in County government, including the Continuum of Care, the Santa Clara County Housing Authority and others
- Support and coordinate efficient planning and response efforts related to Homelessness Climate/Weather/Emergency Coordination & Support
- Facilitate ongoing cross-departmental coordination and execution of initiatives and policy changes related to lived-in vehicles
- Provide leadership and coordination across specific strategic initiatives related to Social Safety Net/Cal-AIM Coordination
- Collaborate with City departments, other public agencies and appropriate stakeholders to develop a framework for the utilization and management of public spaces
- Work with City Manager's Office of Administration, Policy, and Intergovernmental Relations on policy monitoring and evaluation initiatives including City Council Focus Areas Performance Management and City Service Area Performance Modernization to ensure alignment of homelessness-related data use and analysis efforts with all city services efforts

Qualifications
Minimum Qualifications
Bachelor's Degree from an accredited college or university and four (4) years of professional level analytic and/or administrative experience.
A Master's Degree in public administration, business administration or related field is preferred, and can be substituted for one year of the required experience.
Desired Qualifications
- Master's Degree in public health, social work, administration, or related field
- Applicants with lived experience of homelessness are strongly encouraged to apply and to demonstrate the ways in which that unique perspective may enhance the development of this role
- This person is preferred to have knowledge, skill, and ability in understanding lived racialized and/or marginalized experiences (including historical trauma of engaging with government systems and funded systems).

The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Senior Executive Analyst classifications shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.
