General Responsibilities
Employee is responsible for budget and fiscal management and oversight of all financial services functions. Employee is responsible to review the accounting and budget work and oversee the audit and cash management functions of the Howard Community College Education Foundation, Inc. (HCCEF) In the absence of the Vice President for Campus Services and CFO (VPCSCFO), employee will assume temporary role of duties in this position. Works closely with the other associate vice-presidents to coordinate work and information sharing.
Work Performed
• Manages and supervises administrative staff in the finance office.
• Responsible for oversight of all functions within finance which include: cashiering, accounts receivable, collections, payroll, contract administration, inventory management, capital and operating budgeting, general ledger, grant accounting and reporting, investment and cash management.
• Oversees and reviews outcomes of subordinates and departments.
• Responsible for computerized accounting systems/policies and procedures.
• Responsible for strategic and operational planning for the finance area.
• Responsible for monitoring and the adherence of financial legal requirements.
• Responsible for overseeing the administration and coordination of the college annual budget in connection with the director of budget and accounting, cost center managers and the president's team. Involves tracking and documentation of processes and decisions.
• Coordinates the annual operating budget and provides input into the capital budget(s) preparation process.
• In coordination with the VPCSCFO, assists in the preparation, and presentation of the budget to the county and state.
• In coordination with the finance manager, is responsible for reporting operating and capital budget status, changes, and updates to the president's team and the board when requested.
• With direction from the VPCSCFO, is responsible for preparation of the preliminary and final operating budget books for submission to the board and county.
• Is responsible to coordinate and facilitate budget development, fiscal planning and financial reporting for the College's joint ventures, auxiliary services, workforce and continuing education, and other signification areas as warranted. Includes long range forecasting.
• Responsible for preparing financial projections and trend analysis.
• Represent the College at County & State wide meetings and participate in committees formed for special needs when requested.
• Responsible to participate as a member of the College's Audit and Finance Committee and provide financial reports and analysis as requested.
• Working in conjunction with the finance directors, is responsible for coordination and proposed resolution of budget concerns.
• Responsible for review and revision of the college's policies and procedures related to finance office oversight.
• Responsible for monitoring of the vital signs for all financial aspects of the College.
• Oversees the coordination of the annual budget close out process and prepares periodic projection analysis.
• Oversees the monitoring of the position control in coordination with the director of budget and accounting, payroll and human resources department.
• Prepares monthly board reports, and analysis of financial data as needed. Prepares required or requested financial updates for the board meetings.
• Assist college constituents with financial statement information and non-routine issues.
• Responsible for overseeing the coordination and facilitation of training provided by the finance area.
• Prepares financial reports, surveys, state and federal reports as required.
• Responsible for the coordination of the annual audit and oversight of the preparation of the work papers. Prepares the annual audit report. Reviews all financial materials presented to the board of trustees related to the annual audit.
• Responsible for the oversight of internal controls within the college.
• Assist Salary and Benefits committee in an ex-officio capacity. Serve on various committees to represent finance.
• Oversees the coordination of all external tax reporting efforts of the college.
• Coordinates with the VPCSCFO in recommendation for hiring decisions regarding staff for finance area.
• Responsible for strategic planning and coordination of work for finance area.
• Responsible to monitor and review processes and procedures to comply with all regulator requirements and changes.
• Responsible to coordinate legal reviews of area as necessary.
• Overall responsibility for the implementation of all finance and payroll related administrative systems.
• Responsible for overseeing the month-end closing process and monthly financial statement preparation of the HCCEF.
• Responsible to coordination the annual audit of the HCCEF; prepare audit work papers, schedules and audit report. Oversees the accounting, budget and audit work of the foundation accounting manager.
• Participates as a staff member at the HCCEF finance and audit committee meetings; coordinates the review of the financials with the HCCEF treasurer, and assists HCCEF board members with financial information as requested.
• Backs up the accounting processes for the HCCEF in the absence of the accounting foundation manager.
• Performs additional duties as assigned.

KNOWLEDGE REQUIRED
• Bachelor's degree in accounting or finance related area required.
• CPA preferred.
• Master's Degree or equivalent experience preferred.
• A minimum of seven years experience in a finance office, five years of which should be at management capacity.
• Extensive knowledge of accounting procedures and principles as they relate to all areas assigned.

• Ability to communicate effectively, both verbally and in writing.
• Ability to maintain strict confidentiality.
• Regular attendance is a requirement of this job, including attendance at board meetings.
• Ability to use standardized computer software such as spreadsheets, database, and word processors.
• Ability to operate routine accounting machines such as a calculator, computer terminal, copier, and printer.
• Performs all duties while considering the impact of any actions on the college's sustainability initiatives in the areas of environmental stewardship, social responsibility, and economic prosperity.
