Job Duties
The Virginia Department of Transportation’s (VDOT) is excited to announce an opportunity to serve as a Program Manager in our Information Technology Division. This position is located in Richmond, Virginia.
The qualified candidate will lead progressive IT programs to ensure effective information technology capabilities for employees and stakeholders throughout the agency, manage project managers and task leaders who execute a variety of tasks from simple solutions to major technology implementations as well as lead strategic direction for assigned program areas. Position specific responsibilities and duties will include, but not limited to:
- Oversee Information Technology initiatives for assigned program.
- Oversee work in assigned program to ensure consistent process and quality standards.
- Assign resources to project teams to complete deliverables.
- Assign resources to support systems.
- Recommend changes to systems as appropriate.
- Compliance with VDOT and VITA policies, standards, and guidelines.
- Work with peers and subordinates to define strategic direction for assigned program.
- Identify and implement process improvements as needed
- Create and maintain reports (using tools – PowerBI, Project Online, Spreadsheet,
Powerpoint, etc.) to cater to different stakeholders/audience
This position requires a fingerprint based Criminal History Background Check, DMV Record Check and Work History Verification with references.
VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
Minimum Qualifications
- Knowledge of system development life cycle processes and enterprise data practices.
- Technical knowledge and skills in technologies appropriate to assigned program.
- Ability to manage development projects in accordance with Commonwealth of Virginia
(COV) and Project Management Institute (PMI) guidelines.
- Ability to supervise staff and programs.
- Ability to interact and communicate effectively orally and in writing with internal and
external customers.
- Ability to perform systems analysis and design for computer applications.
- Ability to organize, plan, design, and implement complex and integrated computer systems
that meet business needs.
- Have flexible mindset and ability to adapt to a fast-paced environment.
- Ability to multi-task and pivot quickly to support changing business and management
needs.
- Ability to embrace various implementation models concurrently – Waterfall, Agile (Kanban,
Scrum), SAFe and Product Centric.
Preferred Qualifications:
- College degree with major coursework in computer science, engineering, business administration or a related field.
- PMI Project Manager Certification.
- Experience leading IT professionals.
