BangorHousing/HR and Payroll Specialist / Bangor, ME (HYBRID)
BangorHousing is seeking an HR/Payroll Specialist, to be based in their Bangor, ME office. A hybrid schedule is available, but the person will work from the office at least 2 days a week. The HR/Payroll Specialist supports BHA’s 67 employees and the position reports to the CFO.
Requirements of the HR/Payroll Specialist: - 2+ years of HR generalist and payroll experience with direct responsibility for running payroll.
- Strong attention to detail and experience creating systems to ensure the accuracy of work.
- Ability to maintain accuracy and quality when juggling multiple priorities and interruptions.
- Excellent interpersonal and communication skills.
- Knowledge of federal and state employment laws and proactive in staying up to date on new laws and general HR trends.
- Experience coordinating the recruiting and onboarding process.
- Experience with HR and payroll compliance and reporting.
- Ability to work from the Bangor office at least 2 days a week.

Responsibilities of the HR/Payroll Specialist: - PAYROLL: Processes weekly payroll and prepares necessary weekly, monthly and quarterly reporting for taxes, MainePERS. Assists CFO with preparation of payroll and benefits budgets. Verifies the details of each employee’s earnings, deductions and vacation accrual on a routine basis, ensuring the accuracy of W2s and agency reporting.
- BENEFITS ADMINISTRATION: Administers all benefits such as Medical, Dental, Life, Vision Care, Income Protection and 457 plans. Assists with employee education and respond to questions about benefits. Partners with insurance broker to address issues.
- RECRUITING: Coordinates recruiting process with hiring managers to ensure timely hires with quality candidates.
- ONBOARDING: Ensures timely on/offboarding of all employees.
- POLICY/EMPLOYEE RELATIONS: Assists directors, managers and supervisors with guidance and support in adhering to personnel policies. Provides guidance on employee relations issues and seeks assistance as needed to manage organizational risk. Works with CFO and legal to update employee handbook as needed.
- HR PROGRAMS: Maintains compensation administration, job descriptions, and performance evaluation systems. Conducts employee surveys, monitors employee retention and conducts exit interviews. Makes recommendations to CFO on areas to improve attraction and retention of employees.
- SAFETY/WORKERS COMPENSATION: Manages Workers’ Compensation, posts OSHA information, processes claims and coordinates return to work. Promotes and administers Safety and Wellness Programs.
- COMPLIANCE: Maintains compliance with HIPAA, ERISA, FMLA, ACA, OSHA, MDOL and any other laws and regulations and advises management on needed actions. Supports reporting for audits and compliance reviews.
BangorHousing is a quasi-governmental agency that provides housing opportunities for low to moderate income households. Theyaccomplish this by operating a combination of 846 affordable and market rate apartments in 11 developments throughout Bangor and by administering the Housing Choice Voucher program in the City of Bangor and the surrounding towns of Hermon, Glenburn, Hampden, and Veazie.
