What You'll Do

We are seeking a highly qualified candidate to join our Federal Operations organization which is responsible for managing our AI/HPC business with the US Federal Government (USG) agencies, and contractors. We strive at being experts at doing business with the USG and we provide the systems, procedures, and controls needed to develop and manage contracts with this customer base. Using Samsung's world leading memory technology, we will be looking at how we can design systems with significantly improved byte to flop ratios allowing improved application performance and developer productivity. We will also be looking at innovative technology for improving communication bandwidth. Most importantly, we will be looking at both from a system perspective.

Location: Hybrid, working onsite at our San Jose office/headquarters 3 days per week with the flexibility to work remotely the remainder of your time OR Fully Remote, with the opportunity to work from anywhere in the United States with the ability to travel domestic or internationally when required

• Responsible for monitoring Federal contract(s) and operational execution to ensure the company's compliance with contract performance requirements and on-time deliverables/milestones. (ex. Federal regulations and policies such as FAR, OFCCP, DEAR, and security requirements)
• Provide expert guidance on FAR and DEAR requirements; in close coordination with Legal and operational staff, responsible for explaining contract clauses, recommended actions to fulfill contractual requirements, and follow-through to ensure contractual requirements are being met.
• Provide subject matter expertise for USG contract agreements; creating contracting policy, contract templates, and playbooks in close coordination with Legal and partner teams.
• Effectively administer USG contracts with a high level of autonomy. Partners with Legal, HR, IT and program team to design, develop and implement processes to ensure compliance and execution with contract requirements and on-time deliverables/milestones. If needed, proactively consults with the Legal on contract/regulatory interpretation, compliance matters in advance of outreach/response.
• Coordinate with stakeholders to communicate contractual obligations; new or changed requirements; plays an integral role in contract onboarding to document, communicate and educate team and operationalize contract requirements.
• Partner with Legal, HR, IT, and program team on proposal activities and responses to RFP and RFQ's. Specifically, reviews government solicitation documents to gain an understanding of all contract requirements and advise on inputs for meeting requirements for the applicable business.
• Coordinates with IT and Cybersecurity to ensure Information Security protocols and requirements are being followed per Federal contract to maintain all paper and electronic files.
• Complete other responsibilities as assigned.

What You Bring

• Bachelor degree in Business Administration with 10+ years of experience with USG contracts, or MBA with 8+ years of experience with USG contracts.
• Experience with USG contracts and cost accounting in the following types of contracts: Fixed Price, Cost Plus, and NRE.
• Extensive knowledge of and expertise with commercial and USG procurement systems (FAR/DFAR, DEAR), regulations and statutes including previous experience administering ITAR/Export compliance.
• Experience in designing, implementing, and maintaining contracting processes for USG contracts
• High attention to detail and effective project management skills, PMI/PMP certification desired.
• Strong communication skills (verbal and written), with ability to communicate and influence at all levels of the organization.
• Experience interacting with and managing government contracts for HPC systems.
