Manager Payroll (Systems)

The Manager, Payroll (Systems) reports into the Controller’s organization and will be a vital leader for the Payroll team, leading the group through digital transformation efforts, planning and engaging with digital technology to automate and enhance Payroll’s capabilities, while managing staff execution and professional development.


The Manager will oversee and manage the entirety of payroll processes including preparation, distribution and reporting, overseeing the calculation of wages, overtime and benefits and retirement deductions for all NYPA employees to ensure compliance with federal and state laws. The Manager will ensure that payments and government reports are disbursed timely and accurately, as well as establish policies & procedures for the payroll function that allow NYPA to remain compliant while providing the organization with leadership to successfully meet new challenges in a dynamic and increasingly automated environment.

Responsibilities

  • Maintain the payroll system in good working condition by coordinating updates and fixes & troubleshooting payroll-related problems at headquarters & sites by working with IT staff, outside vendors and HR.
  • Oversee the operation of the time entry system to ensure compliance with Department of Labor wage and hour laws and to adhere to NYPA policies.
  • Interact with IRS, SS Administration, NYS Tax Authority, NYS Employees retirement system, labor unions, financial firms and credit unions to ensure accurate reporting requirements and payments.
  • Ensure the production of timely & accurate biweekly paychecks by monitoring the current control systems & establishing new controls as necessary.
  • Monitor NYPAs tax payment & reporting processes to ensure accuracy & timely compliance of federal, state & local tax laws by working with outside vendors and legal.
  • Ensure the accurate & timely payment of employee deductions to various third party clients.
  • Implement & monitor HR policies through the payroll system relating to benefit time accrual, usage & carryover, daily work hours, overtime compensation, 401(k) contribution, etc.
  • Research alternative payroll processing solutions for improved efficiency.
  • Provide support to HR when payroll-related policies are implemented or changed.
  • Work with senior management to provide data for internal & external reports. Issue special payments to NYPA employees as requested by management. Produce timely, accurate & value added reports to managers which will improve the result of their various departmental missions.
  • Provide support to HR in implementing negotiated union contracts by setting up new benefits, payments & calculating & paying retroactive payments.

Knowledge, Skills and Abilities

  • Strong knowledge of payroll processing procedures & applicable tax laws.
  • Knowledge of Microsoft Excel, Access, SQL
  • Knowledge of SAP
  • Knowledge of Federal, NY State and local employment laws (401(k), IRA Cafeteria plans, etc.) and discrimination testing.
  • Familiar with best practices in payroll profession and demonstrated ability to implement practices in daily payroll processing routine.
  • Strong verbal and written communication skills.
  • Ability to effectively manage and prioritize multiple projects within varying deadlines.
  • Knowledge of NYPA policies and Union contracts preferred.
  • Strong managerial, communication and interpersonal relationship skills with the ability to work with various functional groups.

Education, Experience and Certifications

  • Bachelor’s degree in accounting or related field, or equivalent experience.
  • Minimum seven (7) years experience in automated payroll processing for large, multi site, multi union organization.
  • Minimum three (3) years payroll supervisory experience.
  • Payroll professional certification or equivalent

New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The target salary range for this position is: $118,490 - $144,830. Salary offered will be determined based the successful candidates’ relevant experience, knowledge, skills, and abilities.
