Role Summary
Metaphase is currently supporting acquisition strategy, planning, and execution related initiatives within the Department of the Treasury. In support of this project, MPC is seeking an Acquisition Management Analyst with five or more (5+) years of Information Technology (IT) acquisitions experience in the Federal environment. This individual will help to create and refine the acquisition documentation that comprise an acquisition package and manage award and post-award activities. This individual will also be required to consult with office leadership and subject matter experts in order to gather information, develop documentation, coordinate reviews, perform market research, execute tasks in support of developing acquisitions plans, and provide program-level strategic support.
What You Will Be Doing
- Assist Federal clients with end-to-end acquisition lifecycle management support
- Assist with the development and maintenance of a comprehensive library of artifacts required to advance projects through the acquisition lifecycle
- Provide support to perform market research and develop acquisition plans and packages
- Participate in and provide administrative support for establishment of a new acquisition package
- Collaborate with systems-SMEs, Contracting Officers (COs), Contracting Officer Representatives (CORs), contractors, and other stakeholders
- Creating and updating documentation related to the acquisition process
What We Need From You (Required)
- A minimum of five or more (5+) years of Federal IT related acquisitions work experience
- Demonstrated experience developing and updating key acquisition artifacts, e.g.:
- Acquisition Plan (AP)
- Determination and Findings (D&F), Justification and Approval (J&A)
- Independent Government Cost Estimate (IGCE)
- Justification for Other Than Full and Open Competition (JOFOC), Justification for Exception to Fair Opportunity (JEFO)
- Statement of Work (SOW), Statement of Objective (SOO), Performance Work Statement (PWS)
- Market Research
- Section 508 Approval
- Demonstrated experience supporting varying levels of acquisitions, to include large-scale IT acquisitions
- Familiarity with the Federal acquisition planning, review, and award processes
- Good verbal and written communication skills
- Detail oriented, advanced analytical skills
- Proficient with MS Office products
- Ability to work both independently and collaboratively
- U.S. Citizenship required
Bonus Points (Desired)
- Demonstrated experience supporting budget and financial management related activities
- Demonstrated experience supporting business process improvement related activities, to include, but not limited to:
- Reviewing, analyzing, and recording business processes
- Developing Standard Operations Procedures (SOPs), templates, and other job-aids
- Implementing and communicating business processes changes
- Experience utilizing Procurement Information System for Management (PRISM)
- COR Level I, II, or III certification

Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $100K-$120K.
