Role Summary

MetaPhase is seeking a Deputy Program Manager with 10+ years of experience to provide strategic advice, technical guidance and expertise to program and project staff; provide detailed analysis, evaluation and recommendations for improvements, and/or maintenance efforts for client-specific or mission critical challenges/issues; consult with client to define need or problem; supervise data collect and analysis to provide advice and recommend solutions to a DHS Agency; manage a large, mixed and remote workforce. The Deputy Program Manager is expected to support the Program Manager with hands-on leadership of a team of consultants, analysts and subject matter experts to design, draft, present, and implement recommendations to Agency leadership.

What You Will Be Doing

Along with the Program Manager, manage all daily operations of the project, including oversight of team members, communications with the client, and financial responsibilities (invoicing, approving timesheets, etc.)
Assist in leading the interface with clients, including executives, to capture information and present status updates and analyses
Design and maintain the project plan, alignment of resources, management to deliverable deadlines, and contract management to maintain cost control, schedule, and quality of all services and products.
Support process documentation and improvement efforts including evaluating the current state, identifying and prioritizing areas for improvement, and working with stakeholders to develop, document, implement, and sustain new processes
Proactively engage with others to identify challenges, recommend solutions, create value, integrate diverse perspectives, and manage expectations
Translate complex concepts and solutions into deliverables ranging from standard operating procedures, project management plans, and other guidance documents to PowerPoint presentations, one-pagers, newsletters, emails, job-aids, checklists, and other communication materials
Apply strong communication skills to build relationships, connect people, and support team members
Deliver recommendations, with supporting criteria, to project sponsors and leadership.
Work with stakeholders from various government and contractor teams to coordinate scheduling and other program-wide efforts

What We Need From You (Required)

Minimum of ten (10) + years of combined experience in Program Management within the federal contracting environment
Federal consulting experience at DHS - Department of Homeland Security; preferably working with senior level executives
U.S. Citizenship required - NO EXCEPTIONS
Ability to obtain and maintain, at a minimum, Top Secret clearance

Bonus Points (Desired)

Extensive knowledge supporting the development of large-scale projects and deliverables to present to clients
Knowledge developing and maintaining client relationships -- adjust requirements and timelines as necessary
Possess excellent strong analytical, written and verbal communication skills
Certified Project Management Professional (PMP) or other project management related certification
Current Top Secret with SCI (or SCI Eligibility) clearance

Travel

This role requires 10% - 20% travel across DHS client offices

Education Level

Minimum Master’s degree required in a relevant field (e.g., public policy, communications or public affairs, business, administration etc.)

Clearance Level

This position requires the ability to obtain a Top Secret with Sensitive Compartmented Information (TS-SCI) clearance.

Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is 125-145k
