Sr. Organization Development Specialist

Basic FunctionAdministers all aspects of Organization Development and training functions. Evaluates METRO’s training and developmental needs and manages training curriculum that provides professional development and technological learning for employees. Works with all levels of management to design and develop state of the art leadership, management and organizational development programs that align with METRO’s vision, values, and strategies. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.Responsibilities and Specific Duties• Designs, contracts, and implements comprehensive training programs to meet current and future workforce development needs including leadership, management/supervisory and professional development courses. Markets training services and initiatives.• Develops annual training calendar to deliver competency-based training for METRO employees that ensures professional development and compliance-based training that aligns with federal mandates.• Maximizes current LMS or implements new technology to create an easily accessible self-service learning platform that better connects employees with learning opportunities.• Designs, develops learning materials for a variety of delivery modalities (eLearning, instructor-led, virtual classroom).• Creates a standard workflow/process for importing employee data into the LMS creating a direct line of communication between the HRIS system and LMS ensuring employee data is kept up to date.• Creates processes to streamline the tracking of all training/certification related data in the company’s LMS and leverage system reports/dashboards to ensure compliance with regulatory standards.• Manages and recommends system configurations that simplify the end-user experience. Conducts periodic needs assessment and focus groups to ensure Organizational Development technologies are meeting the needs of the business. Organize and facilitate system testing, change management, and training as needed.• Directs the Summer Internship Program.• Administers METRO’s Leadership Development Program, including selection of participants, development of components of curriculum, etc.• Manages projects from needs analysis through design and implementation, such as implementing Agency-wide learning management tool, performance management process and redesigning new hire orientation.• Designs and applies change management methodologies and initiatives to support acceptance throughout the organization.• Provides teambuilding, coaching and other intervention services for individuals at all levels of the organization, teams, divisions, and departments as requested.• Recommends and administers behavior assessment tools for each level within the organization.• Maintains integrity and quality of programs developed; evaluate the efficiency and effectiveness of programs and instructors, and ensure programs support and align with METRO’s overall business strategy and needs.• Research, select, procure, and oversee outside consultants/companies to provide training, coaching and other services as needed.• Creates training budget and keeps expenses within budget and administers tuition reimbursement for eligible employees.• Collaborates cross-functionally with Human Resources divisions, as well as other departments, to develop and/or enhance programs and projects; assist Chief Human Resources Officer projects as needed.• Provides excellent customer service to METRO internal and external customers.• Applies SMS methods and principles in their daily routine and supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP).• Promotes safety awareness and follows safety procedures in an effort to reduce or eliminate accidents.• Performs other job-related duties as assigned.Education RequirementBA/BS in training and development, organization development, human resources development or related field. Master’s Degree preferred.Years & Experience RequiredMinimum eight (8) years of progressive experience in training and organization development or related disciplines. Experience includes development and delivery of training programs, experience in program design across different platforms: classroom, CBT/WBT, on-line, and self-paced training. Experience managing internal client relationships at all employee levels including external consultants/contractors and management and executive leadership.Knowledge & Skills RequiredKnowledge of adult learning principles, training and development theories and intervention techniques. Strong interpersonal and organization skills and excellent facilitation skills. Individual should possess an understanding of real life training practices and familiarity with competency-based employee development models. Demonstrate project management capabilities and ability to manage multiple projects and priorities. Excellent verbal and written communication skills, Strong proficiency with PC and related software; Microsoft Office Suite. Training certifications such as DDI, preferred. HR certifications are a plus.Additional InformationThe Metropolitan Transit Authority of Harris County, Texas has a zero tolerance drug and alcohol policy for all employees.
