As a Public Safety Communications Center Assistant Director, you will ensure the responsiveness and operation of the Airports Authority emergency communications for police, fire, and rescue services.

Public Safety Communications Center Assistant Director

Serves in the Public Safety Communications Center (PSCC) in the Office of Public Safety, located at Ronald Reagan Washington National Airport.

Assists the director in planning, directing, and the administration of the department; administers and oversees the daily operations of the PSCC.

Provides assistance to the Director to plan, develop and direct the operations and programs of a mission critical 24/7/365operation, Direct supervision of the Operations Manager and the Professional Development & Accreditation Manager. Ensures effective 9-1-1 and related public safety service operations. Performs related functions.

Based on the Operational needs of the PSCC this position is subject to fulfilling the roles of the Operations Manager and or Professional Development and Accreditation Manager

GENERAL RESPONSIBILITIES

Interfaces with Police, Fire and Rescue, other Airports Authority departments and outside agencies to ensure effective collaboration in all emergencies.  

Oversees major administrative functions and provides leadership and management to include information systems, finance and budgetary, purchasing and training, and human resources responsibilities.

Oversees the Professional Development and Accreditation manager, ensuring the successful implementation of the PSCC Accreditation Program and compliance with the established standards; ensures effective delivery and management of the Quality Assurance Program.  

Collaborates with the Professional Development Accreditation Manager to ensure that newly hired (ECTs) and already certified ECTs receive timely and up-to-date training and certification under the guidance of the Training Coordinator."
  
Ensures individual and/or group work assignments are made; designates resources and prioritizes staffing on a daily, weekly, and monthly basis, resulting in the effective, 24/7 operation of the PSCC.

Establishes service delivery standards and ensures implementation. Uses metrics to measure operational effectiveness. 

Serves as PSCC liaison with the Airports Authority’s resident community as well as other airport users and mutual aid jurisdictions.

Establishes and ensures attainment of goals for the PSCC staff; recommends awards. 

Evaluates and counsels’ employees regarding their work performance, providing constructive feed when improvements are needed.


Advises the PSCC Director on management-labor/employee relations and union issues, proposals, and agreements; may serve on the management team in labor negotiations.

In conjunction with the PSCC Director, develops the PSCC budget and participates in long-range planning efforts. 

Remains current in public safety communications products and equipment and makes recommendations to improve the Airports Authority’s resources.

Produces and analyze reports as requested or required by the PSCC Director

Provides testimony in court.

Performs other duties as assigned.
 

QUALIFICATIONS

Five years of progressively responsible supervisory experience; to include three years supervisory experience working in public safety, a military organization, or ensuring continuous operation of public safety and emergency communications systems and equipment.

Thorough knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.

Extensive knowledge of response procedures for Law Enforcement and Fire Rescue departments

Thorough knowledge of 9-1-1 computer aided dispatch (CAD), radio communications and telephony systems that support public safety activities.

Knowledge of methods of strategic planning and program evaluation.

Ability to develop, review, and revise emergency communications policies, procedures, and training materials.

Ability to establish service delivery standards and ensure implementation and measurement.

Skill in developing and analyzing quantitative metrics (such as call volume, response times) and make detailed operations changes and recommendations.

Knowledge of and ability to apply Federal, state, and local policies, standards, and laws of public safety and emergency communications.

Ability to manage staff and operations using performance measurements.

Ability to analyze complex issues, processes and operations and develop solutions.

Ability to present written or oral recommendations, both internally and to the public as large.

Ability to create strategies and plans for achieving long-term vision.

Ability to identify, develop, market, implement and manage change

Ability to communicate effectively with individuals and groups in a diverse workforce and community.

Skill in using a computer, modern office suite software, with emphasis on computer-aided dispatch systems and public safety databases.

PREFERRED QUALIFICATIONS

Association of Public-Safety Communications Officials (APCO) Registered Public Safety Leader or NENA certified Emergency Number Professional.

Experience with emergency communications accreditation programs.

Certification as a Communications Training Officer (CTO) from the Association of Public-Safety Communications Officials (APCO) International, or an equivalent certification.

National Incident Management System (NIMS) 100, 200, 300, 400, 700 and 800 Series Police/Fire training from the Federal Emergency Management Agency Emergency Management Institute.

A bachelor’s degree or higher in public administration, Business Management, or related field.

EDUCATION

A high school diploma or a Certificate of General Educational Development (GED).

CERTIFICATIONS AND LICENSES REQUIRED

A state driver’s license in good standing.

Certification as a Communications Center Supervisor from the Association of Public-Safety Communications Officials (APCO) International, or an equivalent certification.

Certification as an NCIC\VCIN Operator within 3 months of hire, promotion, or placement in the job.

National Incident Management System (NIMS) 100, 200, 700 and 800 Series Police/Fire training from the Federal Emergency Management Agency Emergency Management Institute. Within 6 months of hire. Achieve  NIMS 300/400 within 2 years of hire date.

NECESSARY SPECIAL FACTORS

Pass comprehensive medical examination including drug screening and vision; and pass cognitive and physical ability tests, and psychological examinations.

Obtain certification as a VCIN Operator or obtain or recertify VCIN Operator certification within 3 months if hire, promotion, or placement in the job.

Required to report to work during times of inclement weather and may be subject to work rotating shifts, weekends, and holidays, special Airport Events and during periods of inclement weather.

May be the PSCC representative during Emergency Operation Center activation.

May be subject to hold over or recall on a 24-hour basis for essential services and emergencies.

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

A background security investigation will be required for all new hires.
