National Contracts & Purchasing Manager

Under the general direction of the Vice President - National Purchasing Service & Procurement, the National Contracts & Purchasing Manager will be responsible for the management, evaluation and negotiation of property, regional, and national contracts in addition to managing national supplier and vendor programs and contracts to maximize ancillary revenue streams to minimize procurement related expenses and liabilities. This management role will be committed to providing management support to the VP - National Purchasing, Service & Procurement as well as other responsibilities assigned within the National purchasing, service and procurement team.

Essential Functions

  • Drafts, negotiates and executes a wide variety of agreements covering a range of procurement areas. Contract supporting efforts including but not limited to contract administration, red-lining, and execution of amendments, SOWs, change orders and renewals.
    • Ensures contractual obligations are fulfilled such that revenue and margin are maximized and that costs are reduced. Re-negotiate extensions and changes to all national contracts
    • Partners closely with respective business stakeholders to validate contractual obligations and provide advice and guidance on all matters relating to the contract inquiries.
    • Participate in service contract audits for acquisition and disposition transactional procedures.
    • Lead continuous improvement initiatives within contract management services.
  • Owns all national level telecommunication contracts
    • Establish and monitor contracts for new assets and manage the contract renewal process for existing assets
    • Maintain reporting that reflects portfolio contract status and tracking of all related revenue generating programs
  • Owns all ancillary programs for electric and gas energy commodities within deregulated markets
    • Maintains reporting that reflects portfolio status
    • Works closely with energy consultant to procure appropriate supply agreements for new and existing assets.
  • Develop and manage key relationships with business stakeholders to advance procurement technologies and processes to drive financial goals and make recommendations where appropriate to support Purchasing programs
    • Manage all purchasing, procurement, ancillary contracts, utility commodity programs and national contracts with existing service providers at the direction of the VP - Nat’l Purchasing, Svc & Proc.
    • Work cross-functionally with property, regional, and leadership teams to interpret, develop, implement and enforce best practices to maintain contracting and purchasing compliance goals and initiatives.
    • Owns the management and maintenance of all property, regional and national contracts within the existing Contract Management platform.
  • Develop, review and distribute national service and procurement statistics to identify cost reduction opportunities to achieve financial goals.
  • Conducts training based upon needs assessment and identify process gaps.
  • Takes ownership of any other tasks or projects assigned from by the VP - Nat’l Purchasing, Svc & Proc.

Essential Administrative Functions

  • Preparation of information necessary for meetings
  • Maintenance of all files associated with contract management, utility management, national purchasing files
  • Manage inquiries from investors and senior management
  • Schedule and manage meetings; screen meeting requests
  • Provides vendor management for national vendors (as necessary) or any contract with new vendor partnerships
  • Manage the flow of information between property, regional, national, and corporate teams.
  • Prepare various documents by time provided

Knowledge/Experience:

  • Bachelor’s degree in business or a related field is required.
  • A minimum 5 -7 years of experience as a contract manager, paralegal, or similar role supporting management in an administrative capacity.
  • Demonstrated ability to review, negotiate, and administer contracts.
  • Excellent analytical and problem-solving skills to research and understand legal and financial implications.
  • Communicates effectively and has strong written and verbal communication skills.
  • Detailed understanding of contracts, contracts governance, contractual language, and the contract lifecycle
  • Excels at multi-tasking and has excellent project management, time management, and organization skills while maintaining flexibility for last minute changes and execution.
  • The ability to maintain confidentiality and exercise discretion is critical, as is the ability to manage interactions among a variety of personalities.
  • Prior Real Estate Management experience is preferred.

Meetings and Conference Calls

  • Participate and host conference calls as needed
  • Attend annual leadership conference
  • Demos and evaluations of new vendors

Technical/ Educational Requirements

  • Must have solid working knowledge of MS Office, Word, Excel and PowerPoint
  • Ability to learn new software applications.
  • A computer w/Internet and e-mail capabilities, telephone, fax, and photocopier are provided

Physical Requirements: (amount of standing, walking, sitting, typing, lifting etc)

  • Ability to sit for periods of time while working on the computer

Vision Requirements: (Visual needs for the position – color, small details, inspections etc.)

  • Constant need to see small detail and observe activity
  • Constant need to see things clearly beyond arm’s length

Hearing Requirements: (Hearing needs for the position –telephone, meetings, etc)

  • Constant need to communicate over telephone and in person with various people and levels of management

Speaking Requirements: (Clarity, customer interaction, presentations, etc)

  • Able to deliver a clear, concise, and easily understood message in both written and oral form.
  • Able to extract important information in oral communications with others
  • Must create a positive working relationship with field personnel including Property Managers, Assistant Property Managers and other members of the operations team to extract

Driving Requirements: (Driving needs for the position – from property to property, travel, etc)

  • No requirements for driving for the business

Reasoning Development: (Low, Medium, High – for ability to apply logical thinking to defined problem solving)

  • HIGH
  • Must be able to apply principles of logical thinking to define problems, collect pertinent data, establish facts, draw valid conclusions and initiate appropriate course of action
  • Must effectively convey ideas, images and goals to a diverse group of personalities

  • Office environment; indoors
