National Director of People and Culture

Amnesty International USA (AIUSA) is the global organization’s presence in the United States. We engage people in the U.S. to fight injustice all around the world, while we also work to protect people’s human rights here in the U.S. Amnesty International USA has more than one million members and activists in all 50 states, who are part of a larger global movement of 10 million people in 150 countries. We are a democratically governed, grassroots membership organization, which means that our members vote on key policy issues and elect our Board of Directors. Some of our members are experts on specific human rights issues, parts of the world, or advocacy areas, and they serve as volunteer leaders. Others are volunteer leaders of local or student groups in towns, universities, states, or regions of the country. Amnesty International USA’s elected Board members, staff, and members work together to lead the organization.


Job Summary

The National Director (NDPC) of People and Culture will plan, oversee, and lead the strategic people & culture (human resource) functions at AIUSA.


The National Director will serve as a strategic organizational partner and trusted advisor who will ensure that all People & Culture initiatives are aligned with AIUSA’s strategic framework, organizational values, IDEA and anti-racism principles, and short and longer-term strategic objectives. The NDPC will also serve as a change management and best practices leader in the organization, alongside other National Directors, and in collaboration with the Executive Team. The NDPC will report directly to the Chief IDEA, People and Culture Officer (CIPCO).


The ideal candidate is experienced at creating a strong, values-based culture that incorporates IDEA (inclusion, diversity, equity, and accessibility) best practices, places people at the center of policy creation, and can foster trust and collaboration, ensuring buy-in from all stakeholders.


Essential Responsibilities

  • Leads the creation and administration of people and culture processes including: payroll administration; compensation, benefits, and leave; workforce and succession planning; performance management/coaching; talent acquisition/management; employee relations and investigations; employee engagement; onboarding and offboarding; labor relations and collective bargaining; and training and development
  • Develops, executes, and tracks progress against an annual budget, strategic goals and objectives, key performance indicators, programs and initiatives that support AIUSA’s strategic framework
  • Establishes, implements, and oversees AIUSA’s equity-based compensation philosophy, ensuring that compensation and benefits are competitive, and reflect our mission and IDEA principles
  • Establishes, implements, and oversees an inclusive and equitable performance review and management system
  • Establishes IDEA-centered career development, promotion tracks, and succession planning programs
  • Cultivates and coaches a high-performing People & Culture team, fostering engagement, growth, and development
  • Serves as a resource for managers and staff on employee relations issues, including coaching, conflict resolution and de-escalation, performance management, and employee investigations
  • Creates materials, presentations, talking points, and correspondence to internal and external stakeholders
  • Liaises, skill-shares, and partners with other Amnesty country sections and the International Secretariat on People and Culture-related programs and initiatives
  • This role has three FTE direct reports and one indirect FTE report

Knowledge, Skills and Abilities

  • Experience leading the HR practice as a hands-on senior leader in an organization, with demonstrated experience ideating and implementing enterprise-wide people strategies, systems, and processes
  • Proven ability to drive and execute change, with the ability to lead and implement strategic workforce planning and data-driven talent practices
  • Experience supporting professional development of all staff with a demonstrated commitment to utilizing power to ensure equitable access and opportunities for staff of color and other underrepresented identities
  • Demonstrated commitment to continuous self-learning and growth, especially related to the development of strong equity competencies and managing diverse teams and modeling this approach with others
  • Cultivates and coaches a high-performing People & Culture team, fostering engagement, growth, and development
  • Experience in employee/labor relations, unions, labor contract negotiation, and collective bargaining preferred
  • Exceptional project management skills and managing multiple competing deadlines and priorities
  • Ability to build trusting and collaborative relationships throughout the organization
  • Occasional domestic and international travel required, e.g., staff retreats, annual AIUSA conference
  • Occasional work evenings and/or weekends required, e.g., Board meetings


Education and Experience

  • BA/BS and at least 12 years of relevant experience, or MA/MS and at least 10 years of relevant experience required in full-cycle human resources/people and culture work required. Strong expertise and direct experience in all aspects of the employee life cycle, including IDEA, recruitment, onboarding, performance management, compensation practices, learning and development, succession planning, and compliance with all federal and state regulations
  • 5 years of direct people managing experience required
  • SPHR or SHRM-SCP certification required
  • Experience in a fully remote or physically decentralized workplace preferred
