Through nearly $300 million in grants annually to 1,800 partners in over 100 countries, NED is at the heart of supporting a global infrastructure for democracy. We’re seeking a Senior Financial Analyst to lead NED’s institutional strategy and integrated approach to grantmaking initiatives in this fast-evolving field, and help the NED family innovate in this complex fast-changing sphere Position Summary The primary duties of the Senior Financial Analyst is to ensure the accuracy and integrity of recorded federal financial grant activity, to provide internal analysis on the status of multi-year awards and produce timely required reporting for the federal government and NED management. These responsibilities are carried out by analyzing detailed federal award transactions, monitoring cash drawdowns, as well as reporting to internal and external stakeholders on the results of these transactions. Responsibilities • Utilizes analytical skills to review, reconcile and report grant-making activities and data from multiple and complex systems. • Participates in relevant implementations and continuous systems enhancement initiatives, including design, testing and implementation of grant management data systems. • Confirms symmetry between the Finance ERP system, the NED Grants Management System (GMS), and the HHS Payment Management System on a monthly/quarterly/fiscal-year basis. Coordinates closely with the Director, Grant Accounting and NED Grants team to resolve any discrepancies that may arise. • Collaborates with the Director, Grant Accounting to provide an annual resource schedule for Grantmaking Funds Available with periodic updates prior to each program planning cycle. • Participates in various cross-sectional working groups to provide financial input on changes in systems, processes and procedures, etc. and communicating all significant issues to the finance leadership. • Prepares quarterly and final filings for Federal Financial Reports (FFRs) for timely submission to U.S. Department of State (DOS) via the HHS Payment Management System. • Monitors the close out of NED’s awards and is responsible for the closeout of the USG-funded awards. Reviews and validates the integrity of the related balances on quarterly and fiscal year basis, as well as for the award life cycle. • Supports the documentation and review of cash drawdown prior to payment request processing through the Payment Management System while collaborating closely with various members of the Finance team on cash requirements and ensuring the inclusion and timely drawdown for indirect cost settlements on federal awards. • Supports the year-end financial and Single Audit by preparing required schedules, and further assists with related audit inquiries. • Performs ad-hoc anaylsis as needed. • The level of responsibility and independence in assigned tasks will increase with experience. • Other duties as assigned. Qualifications • Bachelors’ degree in Finance or Business required. • 8+ years demonstrated work experience in a mission-driven, nonprofit environment, specifically related to regulations and compliance on federal grants accounting and reporting, including award tracking and management. Equivalent audit experience will also be considered. • Power user capabilities of Microsoft Excel and other MS Office products is preferred. Must have experience managing large data sets (creating pivot tables, using lookups and advanced formulas). • Hands on experience with development of models for analysis. • Solid technical foundation and strong analytical skills in managing data from multiple systems. • Solid understanding and proven application of GAAP, not-for-profit and fund accounting methods, internal controls, and best practices. • Required competence in preparing Federal Financial Reports (FFR) and managing payment requests in the HHS Payment Management System. • Demonstrated experience in the use of robust accounting, business and reporting software packages such as Sylogist (formerly Microsoft Sirenic Navigator) accounting software is preferred. Additionally exposure to using a grants management system is a plus. • Paramount professional integrity, honesty, initiative, confidentiality and dependability. • Strong attention to details and accuracy in all work products. • Commitment and ability to excel in a fast-paced environment; works effectively under time pressure and meets deadlines. • Highly professional demeanor, with strong interpersonal and customer service skills to effectively interact with all levels of staff. • Ability to communicate financial information both verbal and written with clarity to non-finance stakeholders. • Authorized to work in the United States. This position is part of the NED Bargaining Unit. The final offer for a successful candidate will be determined by a combination of factors, including, but not limited to, skill set, level of experience, education, and market considerations.
