SUMMARY OF THE ROLE 



NextDecade is currently seeking a CSU Turnover & Completions Manager to join our multi-discipline Engineering and Construction team which is responsible for executing the Rio Grande LNG (RGLNG) project. The CSU Turnover & Completions Manager is responsible for representing the Client’s CSU team during the design, construction, commissioning, start-up, and handover of the Rio Grande LNG project. The CSU activities will be performed by the EPC contractor (Bechtel). The CSU Turnover & Completions Manager will coordinate daily with the Client’s Area Leads to status and track the delivery of sub-systems/systems in accordance with the CSU Skyline/System Delivery Schedule. The Project’s CSU team will utilize a “One Team” approach and will be integrated with members from both the Client’s and EPC Contractor’s CSU team. This position will be initiated in Houston then relocate to the RGLNG sit in Brownsville, TX.


RESPONSIBILITIES
  • Review EPC Contractor’s turnover process and procedure for permanent plant systems per the agreement’s requirements, including structure and content of turnover books/dossiers. This shall include the formal notification process and documentation process flow, including processes for area, component, buildings, system, and sub-system turnover.
  • Engage with EPC Contractor’s Information Management team to manage the transfer of data in support of Client’s buildout of systems required post-handover from EPC Contractor.
  • Work with and support Client’s Enterprise Transformation team to obtain all information necessary for the buildout of critical processes required to operate and maintain the facility post-handover from the EPC Contractor.
  • Ensure proper setup of EPC Contractor’s Integraph Smart® Completions database, which includes reviewing the population and assignments of inspection test plans (ITPs) matrices, inspection test records (ITRs), and the assigning/population of those ITRs to tags.
  • Collaborate daily with EPC Contractor’s Turnover Manager to ensure turnover and completions systems and processes are functioning satisfactorily and in support of Project expectations.
  • Work with the Client and EPC Contractor’s construction and turnover teams to ensure an effective punch list process that compliments and benefits the overall completion effort.
  • Review EPC Contractor’s reports for development of internal reports for Client Project Management Team (PMT), equity partners, and other key external & internal stakeholders and participate in the daily system completions meeting(s) on-site.
  • Engage with Construction, CSU, and Quality teams to focus on work areas to support the completions effort, including the clearance of punch list items and submittal of completions documents.
  • Review the CSU System Skyline Schedule in conjunction with Project Master CSU Schedule, to identify any problematic areas and elevate as required.
  • Monitor and status punch list clearance as necessary for the purpose of system completion.
  • Schedule and maintain attendance for Client’s CSU team in the participation of area, component, system, and/or sub-system walkdowns.
  • Manage schedule and attendance of Client CSU team members for witnessing critical tests/activities in accordance with Client’s ITP surveillance plan.
  • Identify outstanding items and chase documentation to assist EPC Contractor with ensuring completion of system, sub-system, component, and/or area packages.
  • Ensure that contractual requirements are met with respect to system turnover and completions.
  • Review input of start-up system IDs into EPC Contractor databases, including working with EPC Contractor’s data, automation and turnover teams as required and developing workflows.
  • Review start-up system scoping against P&IDs and other engineering drawings.
  • Review and provide input into the Master Commissioning Systems List.
  • Provide input to system skyline with Project Controls and other CSU team members.
  • Develop training for Client Project personnel in system completions, including use of the EPC Contractor’s completions software.
  • Assist Client’s CSU team in reviewing and/or preparing the necessary documents to satisfy regulatory requirements (FERC, TCEQ, PHMSA, USCG, etc.) prior to introduction of certain process fluids.
  • Actively involved and facilitates the Client’s review of all Ready for Feed Gas In (RFFGI), Ready for Start-up (RFSU), Ready to Load First Cargo (RLFC), and Guaranteed Substantial Completion (GSC) Milestone Packages.


REQUIREMENTS
  • Bachelors degree in a related discipline or significant experience in the commissioning and start up of LNG facilities.
  • Computer Skills: MS Office Suite, BlueBeam, Cloud-Based Software, Completions software.
  • 10+ years experience in a similar role at owners/operators or EPC contractors.
  • Responsible for executing the Completions & Turnover process (as a Manager) for at least 2-3 large scale greenfield projects, preferably in LNG.
  • 5+ years experience during execution phase on a LNG liquefaction project.
  • Strong knowledge & expansive experience in the completions/turnover process for large scale greenfield oil and gas projects.
  • Knowledge of testing requirements for completion of construction and commissioning/startup of I&C Equipment, ICSS Systems, Electrical Equipment, Cryogenic Equipment, Expanders, Hydraulic Turbines, Compressors, Waste Heat Recovery Units (WHRU), Thermal Oxidizers Process Pumps and Fans (including VFD units), and static equipment such as Heat Exchangers and Vessels.
  • Knowledge & experience of general testing, commissioning, start-up, operation & turnover practices.
  • Knowledge & experience with FERC requirements for LNG Plant installation and testing activities.
  • Previous experience in representing the Client’s completion/turnover team for Lump Sum, Turn-Key Projects.
  • Computer skills including experience with 3D Models, MS Excel, MS Word, MS Access, Completions database/tracking in the execution of work assignments.
  • Knowledge and experience in working with reporting tools and reviewing schedules.
  • Knowledge building out, maintaining and utilizing completions databases.
  • Candidate will have substantial experience in leading the completions and turnover activities on one or more large scale project(s).
  • Has completed completions/turnover assignments on at least 3-5 projects.
  • Broad knowledge of industry and regulatory standards and facilities operations criteria pertinent to the activities supervised.
  • Ability to make day-to-day decisions that positively impact the completions group’s performance and makes recommendations to the CSU Manger regarding policies and procedures.
