GENERAL DESCRIPTION
Performs moderately advanced managerial work for the Government Contracts section. Work involves establishing goals and objectives, developing program guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving section goals; monitoring and evaluating program activities; and coordinating section activities. Plans, assigns, and supervises the work of others. ESSENTIAL POSITION FUNCTIONS
Oversees the work and activities of the County Billing section, including assigning and monitoring work activities, providing written procedures and on-the-job training, working with personnel in their professional development, and conducting effective personnel management of section staff. Assists the Government Contracts Manager in planning, coordinating, monitoring, and directing County Billing operations and activities; recommends and implements improvements in processes.
Communicates with government officials, and internal and external customers to resolve complex invoice inquiries. Provides guidance to internal and external stakeholders regarding County Billing policies and procedures. Assists with planning, developing, and conducting presentations and reports.
Verifies and approves County Billing work product; provides reports and summaries related to invoice processing.
Evaluates expenditure and performance data and analyzes trends to ensure appropriate use of funds and continuous improvement of business processes. Analyzes operations, detects problems, and prepares summaries and written reports of findings and recommendations for changes to contracts and/or business processes.
Identifies areas of needed change and makes recommendations to improve operations.
Assists in developing contract administration policies and procedures, including evaluation plans for monitoring, and managing intergovernmental contracts. Monitors contract performance by examining fiscal and performance data for compliance with contract terms and conditions and agency policies. Investigates discrepancies and complaints and suggests resolutions. Maintains contract tracking database, contract invoicing systems, and contract files.
Participates in contract development work sessions to identify and describe services to be rendered, coordinates the risk assessment process, and develops contract specifications. Participates in contract negotiations regarding contract specifications, terms, renewals, and amendments.

MINIMUM QUALIFICATIONS
Manager I:
Education: Graduation from high school or equivalent
Education: Bachelor's degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis: accounting, administrative support, auditing, business administration, child support monitoring, compliance review, contract administration, customer service, financial/risk analysis.
Experience: Six years of full-time experience working in the following (or closely related) fields: accounting, administrative support, auditing, business administration, child support monitoring, compliance review, contract administration, customer service, financial/risk analysis.
Skill in handling multiple tasks, prioritizing, and meeting deadlines
Skill in effective oral and written communication
Skill in exercising sound judgment and effective decision making
Ability to receive and respond positively to constructive feedback
Ability to work cooperatively with others in a professional office environment
Ability to provide excellent customer service
Ability to work in person at assigned OAG work location, perform all assigned tasks at designated OAG work space within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)
Ability to arrange for personal transportation for business-related travel
Ability to work more than 40 hours as needed and in compliance with the FLSA
Ability to lift and relocate 30 lbs.
Ability to travel (including overnight travel) up to 5%
Manager II - all the above plus:
Experience: One additional year of full-time experience working in the following (or closely related) fields: accounting, administrative support, auditing, business administration, child support monitoring, compliance review, contract administration, customer service, financial/risk analysis.
PREFERRED QUALIFICATIONS
Experience: Texas Child Support System
Knowledge: OAG/CSD Case Management System (TXCSES)
Certifications: Certified Texas Contract Manager (CTCM)
Knowledge: State and Federal Child Support laws
