Summary

A Rare and Exciting Opportunity for a Performance Analyst, Project/Program Manager III position to support Lean and Performance Management.
King County’s Solid Waste Division (SWD) is building a culture around LEAN principles and performance management. This position will be integral in setting long-term goals and objectives, determining annual priorities for the division, supporting visual management systems, and working with front-line staff to identify problems and implement solutions. There are a large variety of projects to work on at SWD - such as increasing recycling at our transfer stations, improving our landfill gas collection systems, ensuring our services are delivered equitably, etc. – so there are many opportunities to partner with staff on interesting projects. This is also an opportunity to work directly with senior management in an organization of over 450 people and make meaningful change for our region’s solid waste and recycling system.

You will be involved with a sampling of the following important work:
Three major work areas for this position are:
  • Supporting division management in setting goals, objectives, KPIs, and priorities. This includes an annual review and update of these items and managing our visual management system for these items.
  • Leading various LEAN initiatives throughout the division. This includes identifying actions to improve the division’s maturity in LEAN, joining the County-wide cohort of LEAN staff, and working with staff on identifying problems and implementing solutions to those problems.
  • Supporting the other Performance staff person on managing our performance measurement systems. The division uses Power BI to track metrics and is building out this system to better understand performance across the various sections in the division and identify metrics that alert us to issues so we can implement solutions.
What to Expect as a Successful Employee?
3 months
  • Is an engaged member of the DNRP Continuous Improvement cohort and has made connections with central county Continuous Improvement Team staff (in the Exec Office).
  • Has made inroads with staff in all sections in the Solid Waste Division as this position will work across the different sections on a variety of projects.
  • Is an active member of the Power BI cohort supporting other sections in their effort to visualize performance measures.
6 months
  • Successfully led SWD Management through the process to check-in on goals and objectives and update annual priorities.
  • Has managed the process to identify actions the division can take to increase their maturity in LEAN. There is a roadmap of LEAN maturity where certain behaviors must be in place before the division can advance in maturity, so this is about prioritizing what actions to take and tracking that these actions are happening.
  • Has mapped out potential LEAN improvement projects to facilitate in the division and facilitated at least one project. This would involve working with staff to identify an issue, implement a solution, track progress, and discuss future actions (plan, do, check, act).
  • Has mapped out opportunities to implement standard work in the division and trained staff or facilitated this work on at least 2 projects
12 months
  • Facilitated at least three LEAN improvement projects.
  • Trained staff or facilitated standard work improvements on at least four projects.
  • Continued support of the other Performance Team staff member in implementing the Power BI project that is focused on identifying KPIs to track and visualize.
  • Tracking and implementing LEAN maturity actions for the division.

There is one career service position. Performance Management and LEAN are key priorities in the division but are also in early stages of maturity throughout the division, so there is great opportunity to shape how individual sections and the division as a whole grow in these concepts. This position will be an integral part of developing this growth strategy as well as implementing it.
Telecommuting Requirement:
The work associated with this position will be performed predominantly by telecommuting, complemented with onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County-issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.

What You Will Be Doing:
  • Lead division management in setting goals, objectives, KPIs, and priorities. This includes an annual review and update of these items and managing our visual management system for these items.
  • Identifying LEAN improvement projects in the division and facilitating these projects.
  • Identifying standard work opportunities and training staff or facilitating this work with staff.
  • Supporting the Power BI Project focused on identifying and tracking KPIs.
You Should Have:
  • Demonstrated experience in educating others on LEAN concepts and leading LEAN projects.
  • Knowledge of and skill in developing and maintaining performance management systems (identifying key measures, effectively visualizing measures, developing systems for discussing measures, etc.).
  • Knowledge of and skill in project management techniques and principles.
  • Understands how to work with internal teams/committees where employees feel heard and inspired. Effectively engages with a diverse set of employee teams and workplace cultures including those in skilled trades.
  • Excellent interpersonal skills and ability to engage with conflict in healthy ways, while working in an environment that at times can be ambiguous and politically sensitive.
  • Strong oral and written communications skills, including ability to communicate technical information to non-technical audiences and elected officials.
It Would Be Nice If You Had:
  • Demonstrated experience applying equity and social justice principles and practices in a government setting.
  • Proficiency in Microsoft Office products including, Word, Excel, Outlook, Teams, Power BI, SharePoint and OneDrive.
  • Strong data analytics skills

Work Location: Predominantly teleworking, occasionally King Street Center - 201 South Jackson Street, Seattle, and other sites throughout the region.
Work Schedule: This position works a 40-hour work week, Monday-Friday, and they are exempt from overtime. A typical workday runs from 8:00 a.m. to 5:00 p.m.
