Purchasing Manager

Planned Parenthood of Maryland (PPM) is a not-for-profit family planning agency that provides high-quality, affordable reproductive health care for women, men, and teens. Our mission is to enable all Marylanders to have access to a wide range of high-quality, affordable reproductive health care services. We help individuals make informed decisions about their reproductive health, family planning options, and sexuality.


The Purchasing Manager will lead and streamline purchasing for our PPM Health Centers. This role is responsible for managing vendor relationships, optimizing inventory levels, reducing costs, and ensuring the timely acquisition of high-quality goods and services. The ideal candidate has strong analytical and negotiation skills, with a track record of driving procurement efficiencies and maintaining accurate records. This individual must also demonstrate alignment with the organization’s values and the vital work we do to ensure high-quality, evidence-based reproductive health care.


Standard Requirements:
  • Strong commitment to quality healthcare and excellent customer service is required.
  • Must thrive in a fast-paced, rigorous environment with changing priorities.
  • Ability to meet deadlines and work under pressure.
  • Must demonstrate high-level computer skills including Microsoft Word, Excel, and Outlook. Experience with electronic medical records is preferred.
  • This position requires travel to other sites and locations; if using a personal vehicle, a valid MD driver’s license and current auto insurance in compliance with MD vehicle code minimum requirements are required.
  • Abortion patients are cared for at each of our health centers and in part through the administrative, support, and other non-clinical services provided at all PPM locations and by all PPM employees. Supporting these critical services is an essential job duty and fundamental responsibility of all employees.


Essential Responsibilities:
  • Procurement Management
  • • Oversee the end-to-end purchasing process, including identifying and evaluating suppliers, negotiating contracts, and ensuring timely and cost-effective delivery of goods and services.
  • • Vendor & Supplier Relations
  • • Develop and maintain strong relationships with suppliers, negotiate favorable terms, and regularly evaluate vendor performance to ensure quality and reliability.
  • • Inventory Optimization
  • • Collaborate with health center teams to maintain optimal inventory levels, ensuring proper stock levels to support business demand without overstocking.
  • • Cost Control & Savings
  • • Identify and implement strategies to reduce procurement costs, improve efficiency, and ensure competitive pricing.
  • • Process Improvement
  • • Continuously assess and improve purchasing processes and workflows to increase efficiency and support company goals.

  • • Ensure all procurement activities comply with company policies and relevant regulations.
  • • Manage risks related to supply and pricing, and support sourcing decisions with robust market analysis.

  • • Generate and analyze reports to monitor key performance indicators, track purchasing trends, and support strategic planning and budgeting efforts.

Qualifications:
  • High School Diploma or equivalency required.
  • Bachelor’s degree preferred.
  • Minimum of 2 years of purchasing experience required.
  • Ability to travel 30% to all PPM Health Centers (Baltimore, Towson, Owings Mills, Annapolis, Easton and Waldorf).
  • Must possess a valid Maryland State issued Driver's License.
  • Ability to analyze contracts and effectively communicate and interact with clients, staff, vendors, and the public in a professional manner.
  • Excellent verbal and written communication skills, with the ability to communicate with a range of people.
  • Highly organized, with the ability to record information in a logical manner.
  • Proficiency in Hybrent Procurement System highly preferred.
  • Proficiency in EPIC EHR System highly preferred.
  • Experience with Title X, 340B and 318 program highly preferred.
  • Ability to lift up to 25 pounds as needed is required.
  • Requires strong problem-solving skills, organization, judgment, and tact.
  • Must be able to function efficiently despite distractions and interruptions.
  • Ability to organize, set priorities, and be flexible while maintaining attention to detail.
  • Must maintain strict confidentiality of sensitive information related to patient care, vendor relationships, and organizational operations.
  • Must be able to work with both internal and external personnel, providing and obtaining information.
  • Requires a cooperative and courteous attitude.
  • Must be able to work effectively with individuals at all levels.
