Risk Assessment and Mitigation Subject Matter Expert - Top Secret Clearance

This role shall provide a Risk Assessment and Mitigation Subject Matter Expert to oversee and execute tasks related to risk assessment and mitigation as specified in Section 2.2.1 of the contract. The SME will play a critical role in applying Enterprise Risk Management concepts and frameworks to address operational risk, developing and implementing Risk Registers, and working in an interagency environment to enhance Critical Infrastructure Security and Resilience.


Key Responsibilities:
  • Apply ERM concepts and frameworks (e.g., COSO, ISO) to identify and address operational risks in public and/or private sectors.
  • Develop, mature, and implement Risk Registers and establish governance structures for effective risk management.
  • Communicate and document methodologies used to prioritize and mitigate risks.
  • Work across sectors in Critical Infrastructure and collaborate in an interagency environment to ensure successful coordination and implementation of risk management strategies.


Qualifications:
  • Advanced degrees in engineering sciences disciplines (e.g., systems, nuclear, biochemical, civil, or chemical engineering).
  • Minimum of eight (8) years in an engineering field, operations research, or advanced computing (e.g., AI, Cybersecurity, IT). Demonstrated expertise in Critical Infrastructure (CI) systems, operations, dependencies, and interdependencies in one or more of the 16 CI sectors as defined in NSM-22 (e.g., Food and Agricultural Sector, Critical Manufacturing Sector, Healthcare, Public Health Sector).
  • Significant industry knowledge in risk identification, analysis/assessment, and mitigation specific to Critical Infrastructure Security and Resilience.
  • Must possess a Top Secret Clearance.


Desired Skills:
  • Advanced understanding of CI systems and their operations.
  • Proven track record in managing and mitigating risks in a complex, cross-sector environment.
  • Strong communication skills for effective documentation and methodology presentation.
