The Process Safety Specialist , under the general direction of the Process Safety Team Leader, plans and directs the refinery’s effort to meet the Federal/State/Local Process Safety Management and Risk Management Plan regulatory requirements for Los Angeles Refinery. Will work in a team-based environment focused on the management of risk and Process Safety for the continuous improvement of elements and systems contributory to the safety of refinery workers and the general public.

Responsibilities may include :
Coordinates and supports PSM program implementation

Coordinates PSM team activities; schedules and facilitates PHA and other PSM related activities and meetings.

Maintains process safety information (PSI) and all risk assessment related files and technical data

Steward till closure all PHA related audit Findings, audit Action Items, Regulatory Compliance Action Items, and Root Cause Analysis Action Items, including scheduling and facilitation of review meetings

Participate in incident investigation teams as required

Work with key stakeholders to improve, provide training, and implement PSI, PHA, and MOC systems and procedures to meet Federal PSM / RMP requirements, state and local program requirements, Refining Required Standards, and site preferences.

Escorts regulatory agency personnel within the refinery and in operating areas as necessary

Coordinates and participates in corporate 3-year PSM/HSE compliance audits; participates in audits of other company sites when requested and available to do so

Coordinates the off-site consequence analyses projects and seismic review of equipment and facilities as needed

Reviews SDSs of all new chemicals to be used onsite for the presence of for RMP chemicals/issues and approve them

Helps maintain the Los Angeles Refinery policies & procedures

Coordinates facility siting work issues, and acts as a liaison with corporate facility siting owner

Provide PSM training on general and specific PSM element(s) to refinery personnel as directed

Actively promotes safety and environmental awareness. Sets and follows highest standards for professionalism in all facets of PSM activities

Basic / Minimum Qualifications:
Legally authorized to work in the job posting country without restrictions

Bachelor’s degree in HSE, technical, or engineering-related field

Good written and verbal communication skills; well organized and ability to prioritize workloads

Ability to work well with diverse technical and professional teams

Intermediate or greater proficiency with Microsoft Office products

Preferred Qualifications:
Bachelor’s degree in Chemical or Mechanical Engineering

Working knowledge of refinery processes and equipment

One or more years of process industry engineering or PSM experience

Experience in a regulatory environment, knowledge of PSM regulatory requirements, business management systems, continuous improvement methodologies and audit program management

Strong knowledge of PHA and LOPA processes, experiences in facilitation; knowledge of PHA Pro software

Demonstrated leadership and influence skills with the courage to challenge others’ perspectives

Strong interpersonal and customer focus skills

Self-motivated and able to drive implementation of process and/or system changes

Accepts ownership of work to be accomplished, is accountable and delivers on commitments

Compensation

The base pay range for this role is $108,000.00 – $162,750.00 depending on a candidate's relevant work experience and education.

This position is eligible for the Phillips 66 geographic differential pay program. Details and terms to be conveyed in offer of employment.
