THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION

The primary purpose of the PROCUREMENT COORDINATOR (GPC), GS-1101-11, is to serve as the Government Purchase Card Program Coordinator. Provide guidance, training, coordination and oversight based on a comprehensive knowledge of Army and Federal procurement at and below simplified acquisition threshold, primarily at the micro-purchase level. Primary responsibilities are program implementation and overall administration of the Purchase Card Program. Serves as liaison between National Guard Bureau, the bank contractor, Defense Finance and Accounting Service (DFAS), and installation organizations to include tenant organizations and Contractors.

  • Serves as point of contact for resolving issues and disputes between Card Holders, Approving/Billing Official's (A/BO) and vendors. Provides technical direction and procurement procedures regarding Government Purchase Card (GPC) regulations and policy on the use and expenditures of public funds under the Government Purchase Card (GPC) program. Coordinates with NGB as well as other Level 4 Agency/Organization Program Coordinator's (A/OPC) concerning the Government Purchase Card (GPC) program guidance and policies to establish consistent practices.
  • Prepares Government Purchase Card (GPC) status reports and briefings for higher authorities and other contracting personnel. Analyzes, researches, and provide concise recommendations to the chain of command on required actions to anticipate, prevent, or correct problems in business processes that are supported by the Government Purchase Card (GPC).
  • Conducts surveillance of Approving/Billing Officials (A/BO) and Card Holder's accounts through the use of the Data Mining Oversight and Surveillance System to ensure compliance with Public Law and policy. Evaluates Approving/Billing Officials (A/BO) and Card Holders performance during surveillance reviews, directs remedial training as necessary, initiates account suspensions, removal from program, and recommends disciplinary actions to chain of command based on findings. Reviews/Audits Government Purchase Card (GPC) documentation to ensure compliance with policies and procedures using various methods to include data mining capabilities and systems. Responsible to ensure cardholders are following purchase guidelines and have funding available. Oversees the proper use of the required sources of supply. Verifies that proper supporting documentation is maintained IAW policy.
  • Utilizes the prescribed system to nominate, approve, appoint, retain and terminate all Government Purchase Card (GPC) roles and functions. Manage and update information as required in Government Purchase Card (GPC) provider bank system to include: ordering GPC's; updating Approving/Billing Official (A/BO) and Card Holder information; creating new master accounts; monitoring/reviewing all monthly Government Purchase Card (GPC) statements; changing monthly and single purchase limits. Utilizes provider bank online reporting capability and local systems to manage Government Purchase Card (GPC) program and act as a subject matter expert in the use of the data mining and oversight surveillance system.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

Qualifications

PROCUREMENT COORDINATOR (GPC), GS-1101-11: Must have at least one year of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience serving as the Government Purchase Card (GPC) Level 4 Agency/Organization Program Coordinator (A/OPC) for the designated Contracting Office. Experience managing the day-to-day operations; implementing and administering the GPC program. Experience establishing local policy and guidance; Experience conducting training and monitoring GPC use providing oversight and administration, analytics for reports, and inspection compliance for the entire program. Experience providing oversight of Approving/Billing Officials and /Card Holders. Experience serving as the primary liaison between the Servicing Bank, and the designated Contracting Office to answer questions and resolve problems resulting from the use of GPC.

Level 1, DAWIA Foundational Certification (or equivalent) preferred.
