The U.S. Geological Survey (USGS) serves as a national catalyst for the organization and distribution of biological, hydrological, geological, and geographical information and addresses the specific needs of the Department of the Interior and its land and resource managers. The National Geospatial Technical Operations Center (NGTOC) is an operational component within the USGS National Geospatial Directorate (NGD) which includes the NGTOC and the Earth Resources Observation and Science (EROS) Center. The NGTOC provides world-class geospatial technical expertise, research, and customer service for the USGS and the Nation and is responsible for the acquisition, assessment, integration, and publication of geospatial data in support of The National Map. This includes oversight of Geospatial Data Products and Services Contracts, quality validation of products and data provided by external partners and contractors, development of national standards and data models, and providing technical assistance to federal, state, local and private sector partners.
The Program Analyst position is within the NGTOC Budget and Planning Section, part of the NGTOC Shared Services Office. The Shared Services Office also includes the Administrative Services, and IT Services Sections. These Sections provide support services for all NGTOC employees and other USGS staff in the Rolla and Denver Federal Facility. Overseeing one of the financially largest cost centers in the USGS, the Budget and Planning Section manages all NGTOC annual planning activities, budget formulation, coordinates quarterly project reviews, and manages a very complex budget and accounting structure that includes appropriated and reimbursable funding sources.
The incumbent serves as a Program Analyst for the center. This position serves as the Contracting Officer Representative (COR) for the Science Technical Support Services Contract (STSSC) and Student Contractors and is responsible for all duties pertaining to these contracts. Responsible for reviewing, verifying and analyzing data for consistency with financial and program objectives and ensure adherence to rules and regulations. You will create custom reports using various sources to pull data and generate products for a variety of audiences. This position uses Federal financial and informational systems for participating in the budgeting and managing of accounts to ensure the Center has a successful closeout. This position also coordinates with employees from various offices including, NGTOC, OAFM, OAG, etc. Also included in the position's responsibilities are to execute various budgetary analysis functions relating to current and future resource allocations, budget trends, cost effectiveness, budget availability, and funding availability at varying degrees of effort.
These operations are carried out at both NGTOC locations (Lakewood, CO and Rolla, MO).
As a Program Analyst within the National Geospatial Technical Operations Center, some of your specific duties will include:
? Serves as the Contracting Officer Representative (COR) for the Science Technical Support Services Contract (STSSC) and Student Contractors.
? Prepares and submits Independent Government Cost Estimates (IGCE) and purchase requisitions for issuance of task orders.
? Formulates planning processes and procedures to support the organization's program and budget development activities
? Use of modern financial information systems.
? Reviews, analyzes and evaluates programs and activities for efficiency, effectiveness, and controls throughout execution phase and fiscal year end.
? Create custom reporting organically using various data set/sources. Establishing future year budgets using advances analysis and formulation techniques.
Physical Demands: The work is primarily sedentary, requiring no special physical demands although occasional travel is required.
Work Environment: Work is typically performed in an adequately lighted and climate-controlled office.
