Program Finance Specialist (Hybrid)

Job Description:


Reporting to the Director, Program Finance, the Program Finance Specialist will support the Corporate and Foundation portfolio and special IIE initiatives by analyzing financial data to inform risk mitigation and aid program management decisions. The portfolio consists of a variety of funders and contract types, including grants, contracts, and contributions from several foundations, businesses, and individuals. The Program Finance Specialist responsibilities include monitoring expenses compared to budgets and AR balances, preparing and/or reviewing financial reports and invoices for submission to funders, and discussing their portfolio’s financial results with IIE’s senior financial leadership each quarter. This role collaborates frequently with colleagues on the program team to understand the program cycle and ongoing program activities to assess how these may impact the program’s financial results. As a senior member of the team, this Program Finance Specialist may periodically lead working groups to improve processes, train newer members, and work on high visibility programs.

The Institute of International Education (“IIE”) has a hybrid work environment that allows team members a combination of in-office work and telework at any of the locations listed above.



Essential Functions:
  • Creates and maintains financial reports to monitor program expenses against budget line items. Identifies major variances, calculates burn rate for program spending, and flags potential financial risks during monthly presentations to the program management team.
  • Partners with program managers, the Grants & Contracts team, and senior financial leadership to mitigate risks and resolve compliance issues.
  • Collaborates with program teams to investigate variances in the Profit and Loss (P&L) statement in preparation for quarterly review meetings with the CFO and Deputy CFO.
  • Prepares and reviews financial deliverables for submission to funders.
  • Assists program teams during the semi-annual process to update the organization’s operating budget, reviewing expense projections, and determining whether projections are consistent with anticipated results.
  • Reviews revenue and cash application each month and works with the Revenue Management and Accounts Receivable teams to resolve issues.
  • Facilitates the setup of new contracts and charge codes in accordance with the contract’s terms in the PeopleSoft contract management system. Acts as a contract administrator throughout the life cycle of a contract, including tracking financial deliverables, developing and distributing the payment coding structure, and interpreting financial aspects of the contract for program teams.
  • Supports pricing for competitive and renewal proposals.
  • Supports the annual audit process as it relates to assigned contracts.
  • Responsible for ad-hoc departmental and IIE wide projects, leveraging experience, and knowledge of IIE's financial systems and cost allocations.



Education and Work Experience:
  • Requires an Bachelor's degree and at least five years of related work experience, or combination education and experience.
Knowledge, Skills and Abilities:
  • Proficiency in Microsoft Office Suite, specifically with ability to run pivot tables, data validations, and charts in Excel.
  • Preferred experience in grants management with USG, private, and/or foreign governments.
  • Demonstrated ability to proactively identify financial and compliance risks.
  • Strong analytical and critical thinking skills.
  • Excellent written and verbal communications skills, including the ability to effectively convey financial information to non-financial program stakeholders.
  • Ability to create and sustain effective working relationships with colleagues across the organization.
  • Ability to exercise discretion on confidential matters.
  • Familiarity with 2 CFR 200 a plus.

Salary Range:$63,299 - $80,945. A candidate’s salary is determined by various factors including, but not limited to, relevant work experience, job-related knowledge, skills, abilities, internal organizational equity, and geographic region.
