Under the direction of the Assistant Director, one Program Manager will oversee and manage various components of the Division’s work:
Program Manager position will oversee and manage the overall operations of the Department’s safety and litigation sections. The sections consist of a Public Works Superintendent, a Safety Manager, a Safety Officer, and an Administrative Aide. This position will manage the intake of all claims and litigation received by the department; represent the department in trial and testify when required; liaison with the Office of the City Attorney and other City departments; and ensure remediation actions are taken. The position will also oversee the training and safety sections of the department; update safety and training policies and procedures; facilitate the accident review committee administrative process; oversee the tracking of light duty employees and facilitate reasonable accommodation requests.
Within the section’s area of management, this position will assist with developing and administering policies and programs for the Department. Key areas of focus include the development of current and long-range operational and budgetary needs; serving as lead for process and continuous improvement efforts for all sections; and monitoring key performance indicators, workload, and production data to inform decision-making. In addition, these positions will ensure that the progress of programs is appropriately tracked and reported to the Mayor, City Council, and other stakeholders, and will lead policy discussions related to these programs. Additionally, in the respective areas of focus, these positions will lead claim and litigation cases related to the repair and maintenance of right-of-way infrastructure.
The Department is currently recruiting one (1) permanent Program Manager.

Key Areas of Responsibility:

Oversight of the day-to-day operations of Street Division’s repair and maintenance crews (and/or engineering teams and asset management).

Ensure proper controls, procedures, and processes are in place to promote and encourage consistent and quality work.

Track and report key performance indicators and workload information related to assigned assets and/or functions; determine resource, funding, or process improvement needs.
-
Serve as lead and oversee implementation of continuous improvement efforts across all assigned service areas.

Ensure the team is properly trained, equipped, and has access to the technology and resources to be successful in their daily responsibilities and tasks.

Compile and report information to executive management including service request status, project status or timeline, resource and budgetary needs among others.

Serve as the lead point of contact for all claim and litigation cases related to maintenance and repair of the street and sidewalk.
Minimum Qualifications:
-
Bachelor’s Degree in Public Administration, Engineering, Business Administration, or a related field, and
-
Eight (8) years of professional experience in operations and management would be a typical way to demonstrate these qualifications.

The Transportation Department is responsible for the safe operation and maintenance of streets, sidewalks, streetlights, and traffic signals, and engineering of multimodal transportation systems; managing the Utilities Undergrounding Program; and management and coordination of resurfacing and utility work within the public right-of-way.
