As a member of CARE’s Program Strategy & Impact (PSI) team, the Project Design and Resource Mobilization Director (D-PDRM) plays a key role in positioning CARE as a global leader in Education and Adolescent Empowerment. The D-PDRM will be the primary technical program design expert for the US government portfolio on the team and will report to the Director of Strategy, Planning and Operations, PSI division with steer and guidance from PSI, Institutional Fundraising and Strategy (IFS) and International Programs and Operations (IPO) teams. They will leverage promising practices and core strategies that are cutting-edge, replicable, scalable, and documented with credible evidence to develop sound designs for program approaches, including learnings from other evidence-based programs within CARE and other leading organizations. They will engage extensively, internally and externally, in program design, proposal development and other aspects of resource mobilization.

Responsibilities:

  • Resource Mobilization Planning & Positioning - The D-PDRM works closely with the Education and Adolescent Empowerment Sr. Director, the Sr. Director of Thought Leadership, sub-team directors, and various teams in country offices to position CARE to have the greatest impact and influence; by successfully competing and winning U.S. Government proposals; and be a partner of choice. This work will be done in alignment with CARE’s Thought Leadership strategy.
  • Project Design and Development - The D-PDRM will be the primary technical proposal development expert on the technical team. She/he will design and develop concept notes, proposals, presentations, and other key documents for US government entities such as USAID, USDA, etc.
  • Compiling and Using Learning to Strengthen Project/Proposal Design - The D-PDRM is expected to be a technical leader who stays abreast Education and Adolescent Empowerment learnings and best practices in the sector, and is able to articulate those in proposals and learning documents for donor audiences.
  • Communities of Practice and Team Participation: p articipate in team communities of practice and working groups; r epresent team leadership and other team members as requested; p articipate in relevant internal and external communities of practice and working groups, as well discussions on USAID trends and donor priorities.

Qualifications:

  • Master's degree and robust professional experience in project design and resource mobilization, or a related sector of development assistance.
  • 10+ years of progressively responsible experience in project implementation, project management, or business development for large/complex and multi-sectoral proposals.
  • 10+ years of demonstrated experience designing projects and proposals in Education and Adolescent Empowerment for USG donor agencies.
  • Demonstrated ability to lead, coordinate and lead the development of technical proposals, such as leading capture teams, identifying, and securing strong partners, supporting solution development, and coordinate technical inputs to reach consensus in a timely manner.
  • Experience in Education and Adolescent Empowerment.
  • Specialized geographic knowledge and experience working in developing contexts with culturally diverse teams.
