Regulatory Business Development Manager

The team is driven to make healthcare more accessible for all Americans. We’re looking for a dedicated full-time Client Services Consultant to join our team. You will provide analytical support to our clients in solving hard problems in improving access to healthcare.


We are seeking a dynamic and experienced Regulatory Business Development Manager to join our team. The successful candidate will be responsible for developing and managing relationships with state regulatory agencies overseeing health plans and driving the business development agenda for Quest Analytics. This is an individual contributor role requiring a deep understanding of state health plan regulations, strong business acumen, and excellent communication skills.


What you'll do:
  • Implement strategic business development plans to grow partnerships with state regulatory agencies with an emphasis on leadership within Department of Insurance and Medicaid departments.
  • Identify and pursue business opportunities within the state health plan market.
  • Build strong relationships with key stakeholders, including state health plan administrators, regulators, and industry partners.
  • Ensure compliance with all relevant state and federal regulations related to health plans.
  • Collaborate with internal teams to secure new business agreements.
  • Monitor industry trends, regulatory changes, and competitive landscape to inform business development strategies.
  • Provide regular updates and reports to senior management on business development activities and outcomes.
  • Represent the company at industry conferences, meetings, and events.


What it requires:
  • Bachelor's degree in Business, Healthcare Administration, Public Health, or a related field (Master's degree preferred).
  • Minimum of 5 years of experience in business development, regulatory affairs, or employment with a state regulatory agency.
  • Strong understanding of state health plan regulations and the healthcare regulatory environment.
  • Proven track record of successfully developing and managing business relationships.
  • Excellent negotiation, presentation, and communication skills.
  • Ability to work independently and as part of a collaborative team.
  • Strong analytical and problem-solving skills.
  • Willingness to travel as needed to meet with clients and attend industry events.

Preferred Qualifications:
  • Experience working directly with state and/or federal regulators and a comprehensive understanding of their objectives related to consumer protection and access to health care services.
  • Demonstrated ability to navigate complex regulatory environments and advocate for process automation and technology adoption.
  • Experience in leveraging data analytics to deliver measurable values and drive regulatory effectiveness.
