SC Procurement Manager

The SCP Manager will provide objective-oriented direction to subordinates utilizing management policies and procedures. Responsibilities include: planning, strategy development, subcontract administration and procurement card purchases of all site supply needs for commercial and non-commercial equipment and commodities. Assure all said activities comply with DOE requirements and company policy while maximizing performance, customer satisfaction and cost effectiveness. Promote commercialization, develop and implement innovative changes to increase cost effectiveness and efficiency. Identify and implement strategies to improve company's working relationships with suppliers.

Major Responsibilities

Full working knowledge and competency of Organization practices and procedures. Analyze and
mitigate supply
chain risks. Oversees tasks performed by departmental group(s). Assists with technical or
operational problem resolution. Interprets, executes/modifies department procedures within own
department(s). Ensures departmental budget(s) are not overrun. Manages subordinates who exercise
significant latitude and independence in their assignments. Interfaces with internal and external
customers at various levels of management.

  • Executing work in a manner that helps to drive quality (compliance/standardization), speed
(cycle time), and efficiency (process improvements) up and costs (time/material) down.

talent/recognize outstanding efforts), build relationships (communicate transparently/provide
excellent customer service), and shape the future (foster SRS success and growth/work today with

  • Actively lead SCM’s Tiered Operating Performance System (TOPS) process.
  • Champion the implementation of continuous improvements.
  • Lead cross-functional projects in a program and/or systems area. See Attachment A: SCM
Functional Area Check List. Performance is expected to be guided by project objectives with minimal
oversight. The successful candidate will act in a predominately lead capacity and direct work of
both exempt and/or non-exempt employees in a non-supervisory capacity.
  • Complete training requirements for positions as required by the company.
  • Obtain/Maintain proficiency on company designated systems/ applications for processing work.
  • Provide feedback to SCM managers in quarterly performance reviews and/or as needed to ensure
performance issues are addressed timely.
  • Perform other duties as assigned.
The SCP Manager will manage a variety of programs within Supply Chain depending on the assignment area. These programs
include but are not limited to Field Procurement, Strategic Sourcing, Tactical Sourcing, Strategic Services and Complex
Acquisitions.

Basic Education Qualifications

High School Diploma, GED, or other equivalent State Credential

Preferred Qualifications

Complex experience in procurement, government procurement and management experience. preferred.

A comprehensive level of knowledge and understanding of all aspects of the functional area assigned is required, including specific knowledge of a facility or area or location supported, where appropriate. Thorough knowledge and understanding of all pertinent polices, practices, procedures, DOE orders, FAR, and regulatory statues which impact the experience in supervisory or management capacity is required. Strong analytical skills, communication skills and knowledge of the procurement/subcontract cycle.

Purchasing, National Contract Management Certification and/or PMP are desirable.
