Project Overview:

The Rio Grande LNG Project is located at a site south of the Brownsville-Port Isabel Highway and north of the Brownsville Ship Channel in Cameron County near Brownsville, Texas. The Project scope includes the detailed engineering, procurement, construction, pre-commissioning, start-up and testing of a greenfield liquefaction and export terminal consisting of up to five liquefaction units and associated facilities, utilizing APCI C3MR technology.


Position Summary

Plans, controls, and directs the activities of an administrative group assigned to one or more key result areas of a large project. Responsible for overall project administration in the areas of records management, document control, office administration, and client administrative staff. Develops, implements, and interprets administrative procedures. Ensures that area procedures satisfy project, client, and regulatory requirements. Provides career development guidance and training to assigned employees.


Responsibilities

  • Coordinates project physical layout, space requirements, and personnel moves, including furniture, telephones, computers, and filing equipment; prepares roster of project team members and client personnel. May be involved in coordinating site needs.
  • Provides staffing and supervision of administrative, clerical, and secretarial personnel for Bechtel and client. Informs project administration management of personnel and skill requirements. Conducts interviews and recommends desired candidates.
  • Supervises one or more administrative functions: document control, which includes processing of all communications, supplier documents, and Bechtel design documents; office administration, which includes secretarial support, word processing, project library, equipment, supplies, project moves, and the processing of reports; and functional administration, which includes discipline clerical support and other special support required by project team members.
  • Plans, organizes, and implements systems for efficient document processing, including design and supplier documentation, communications control, and the project filing system.
  • Develops budget and work plans for administrative team, monitors progress on a routine basis.
  • Interprets administrative policies and procedures and develops and/or implements procedures for key result areas.
  • Trains personnel in the use of procedures; maintains and furnishes completed training records to others as required. Monitors work to ensure effective implementation of procedures.
  • Prepares performance reviews of personnel in area of responsibility and conducts counseling sessions. Provides input to ranking and salary planning.
  • Compiles information, analyzes, and prepares reports and departmental metrics as required.
  • Coordinates installation of computer software/hardware and solves related problems within the group, maintaining security and other database tables as needed.
  • Develops the project-specific automation plan for project administration.
  • May conduct presentations on available services for Bechtel, clients, and potential clients; may conduct presentations on other topics, including project administration status and project administration work process requirements.
  • Develops and implements records retention and project turnover plans. Coordinates all project close-out activities.
  • Communicates with client/field/supplier contacts to resolve daily administrative problems on the project.
  • May direct the publications activities of the project, including establishing formats and coordinating the development, publication, and distribution of project procedures, studies, and reports with non-project service organizations.

Proficiency and experience in project administrative functions

Experience in the training and supervision of personnel

Knowledge of budgeting and cost monitoring

Knowledge of Bechtel’s organization, policies, and procedures
