One should know API. It'll be good if the person can understand like swagger documentation and figure out what is better.

One does not need to figure out whether the API is written correctly. The person just needs to figure out if the usage of API has been explained clearly.

If he is not technical, he'll only be able to give the theoretical aspects. So, with technical skill is something that is nice to have.
