Responsibilities include budget preparation and distribution, managing accounting, banking, warehouse operations, procurement, and property management, and ensuring compliance with internal cash controls. The role involves preparing financial reports, leading committees, consulting with upper management, and attending meetings. It also includes making fiscal decisions within State and agency guidelines, supervising Business Office or Central Office staff, ensuring compliance with regulations and accounting principles, and assisting in policy development. Must be capable of demonstrating strong leadership skills to direct and monitor Fiscal Management operations for a prison facility.Job Duties:- Manages and oversees budget activities and operating expenditures, reimbursement, overtime, banking, travel, and various other operating expenses.- Prepares weekly, monthly, and quarterly reports directly related to the budget process and status- Supervises and oversees Business Office functions to include but not limited to accounting, procurement, banking, warehousing, inventory, and other financial functions- Direct supervision of staff assigned to the Business Office or designated area of supervision- Responsible for the signing/approving of warrant claims, purchase orders, checks drawn on a variety of bank accounts, transfers, deposits, and other state documents as necessary via manual or electronic means- Reviews reports and data supplied by support staff, other departments, and other agencies in order to support decisions necessary to facilitate agency goals and support department’s mission- Attends and conducts meetings, attends training and seminars or other mandated functions as necessary. Performs other duties appropriate to the assignment- Drives on state business- Performs other duties appropriate to theKnowledge, Skills & Abilities (KSAs):Knowledge of:- Principles, concepts, and techniques related to governmental accounting, auditing requirements, and fiscal management required to prepare, modify, analyze or interpret statements of financial condition- State budget process, including budget request preparation and allocation methodology- Short and long-term planning techniques- Budget control, inventory, and inventory control systems- Contract development and processes- Web based software and accounting systems- Federal, state, and General Accounting Office (GAO) policies and procedures- Procurement regulations- Proper maintenance of financial records and preparation of balance sheets, financial statements, and budget reports, inmate correspondence and other mandated reports- Policy and procedures regulating the established automated system and agency mission- Accepted banking procedures- Supervisory methods and techniquesSkill in:- Verbal and written communication- Problem-solving and decision making- Management and organization- Establishing and maintaining interpersonal relationships- Using computer equipment and automated accounting systems- Report preparationAbility to:- Work in a prison environment- Identify and draw from available resources to properly address inquiries- Read and comprehend spreadsheets, balance sheets, profit and loss reports, and other related financial documents- Accurately work with numbers and complete mandated reports in required formats and in a timely manner- Motivate and manage subordinates- Interpret and apply policies, procedures, and regulations governing accounting functions- Articulate changes, problems, or methodology to others- Establish and maintain interpersonal relationships- Adapt to changing priorities and situations- Utilizes a wide range of office equipment in the performance of assigned dutiesSelective Preference(s):- Three (3) year’s experience in administrative, managerial, or supervisory roles- Experience using computers, spreadsheet software and/or automated computer systems- Experience in governmental accountingPre-Employment Requirements:Employment is contingent on the selected applicant passing a background investigation.In an effort to maintain a safe environment, all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.)
