The Center Administrator operates under the guidance of a Community Corrections Manager (CCM) and has the responsibility of overseeing a self-contained Reentry/Treatment/Sanction Center. This position is oversight and supervision of shift commanders and security staff as well as a Program Administrator and counseling staff. Reviews and evaluates submitted reports for accuracy and timeliness. Prepares reports, ensures the safety and security of staff and offenders, and develops partnerships with outside agencies and contractors to provide services within the facility. Works in collaboration with Community Supervision staff to deliver effective, efficient, safe, secure, and productive environment and programming to facilitate behavior change in offenders.Job Duties:- Reviews, evaluates, and determines the condition of the facility and makes recommendations and effects positive improvements as needed to ensure compliance with applicable Department Orders, Laws, Rules, and Guidelines and safe and secure operations of the facility- Participates in the policy management for the facility- Manages facility budget- Monitors and evaluates employees assigned to the facility for the effective and appropriate performance of assigned job duties- Manages the need for overtime- Addresses or causes the address of poor performance to ensure the effective and efficient running of the facility- Manages personnel issues, initiates inquiries or investigations when needed- Identifies excellent performance and provides recognition when earned- Collaborates with Community Supervision employees to ensure the facility is delivering programs that meet the needs of offenders/residents- Ensures proper training of Security Staff in line with the mission and purpose of the Reentry Center- Provides feedback to others regarding the effectiveness of their program delivery- Communicates verbally and in writing to various levels of education, rank, position, classification, status, grade, and function- Conducts briefings, attends meetings, participates in groups, committees, or projects as assigned- Reviews, evaluates, and completes reports as needed to ensure proper documentation of daily activities, Emergency Management, incidents, and other routine or non-routine events- Drives on State business- Performs other duties appropriate to the assignmentKnowledge, Skills & Abilities (KSAs):Knowledge of:- Correctional management including security, personnel, maintenance, warehousing, food service, and fiscal area- State and federal laws and regulations relating to Corrections, department policies and institutional directives, and personnel rules- Prison Rape Elimination Act (PREA) as it pertains to Community Corrections Facilities- Organization and operation of government agencies- Offender reentry processes- Evidence-based practices as they pertain to correctional settingsSkill in:- Organization and management in administering a high volume, information-intensive operation with low error tolerance- Interpreting diagnostic data affecting offender supervision and placements for safety and PREA- Training and teaching- Public speaking- Establishing and maintaining interpersonal relationships- Budgeting and problem-solving- Research and analysis- Report preparationAbility to:- Lift/carry 20 lbs.- Push/pull 20 lbs.- Walk/run 1 miles- Adhere to Department rules, regulations, policies, and procedures- Utilize various databases to perform analysis, queries, and research- Manage, motivate, mentor, and lead subordinate staff- Maintain confidentiality- Adapt to rapidly changing conditions- Meet Core Competencies through established testing processes- Attend and complete additional training as assignedSelective Preference(s):- Three (3) years of progressive administrator/managerial experience- Two (2) years of correctional facility administration or oversight, or two (2) years of Community Corrections, Probation, Parole, or Reentry Center experience or Bachelors or Masters degree in Criminal Justice, Sociology, Psychology, Business, Public Administration, or related fieldPre-Employment Requirements:Employment is contingent on the selected applicant passing a background investigation, a drug test, and possibly a medical/physical examination.In an effort to maintain a safe environment, all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.)
