Come join the DES Team!The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Senior Compliance Officer Senior. The Senior Compliance Officer is responsible for work of considerable complexity in managing and coordinating the overall compliance of the Division to its AHCCCS contract and/or its contracted Administrative Services Subcontractors (AdSS). The Senior Compliance Officer reports directly to the Division's Contact Compliance Officer and implements compliance activities, tasks and projects assigned by the Manager.Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.The State of Arizona strives for a work culture that affords employees flexibility, autonomy, and trust. All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance.Job Duties:Essential Duties and Responsibilities include but are not limited to:• Coordinates compliance audits, tracks and evaluates contract deliverables, and provides technical assistance and guidance to Division personnel.• Tracks, trends and analyzes deliverables and data to identify impacts and potential efficiencies.• Participate in a variety of contract monitoring activities such as conducting on-site Operational Reviews of performance and coordinating or facilitating Contractor Compliance meetings.• Reviews and analyzes plans of correction to assess compliance and present findings to the Contractor/ SME.• Provide technical assistance to AdSS/ SME related to the implementation of Plans of Correction as a result of monitoring activities.• Conducts special projects and research.• Compiles information and creates a wide variety of reports and analyses to monitor and evaluate projects and programs.• Attends various meetings with or for the Contract Compliance Manager.• Assist with the scheduling and preparations for monitoring activities, including assisting in the development of contract compliance forms, analyzing and interpreting documents provided by Ads or internal Subject Matter Experts (SME).Knowledge, Skills & Abilities (KSAs):Knowledge in:• Managed care principles and delivery systems• Acute and long-term care principles• Arizona Health Care Cost Containment Systems (AHCCCS) statutes, rules, policies and contract requirements• Division statutes and rules, policies, procedures and guidelines• Health Insurance Portability and Accountability Act (HIPAA)• Organizational relationship of the Division to members/families, AdSS, subcontracted provider network and service provision• Centers for Medicare/Medicaid (CMS)Skills in:• Oral and written communication• Applying critical thinking techniques• Using computer systems and programs (Google apps, Microsoft Word, Outlook, Excel, Access, PowerPoint, AHCCCS/PMMIS system, FOCUS, CATS or similar programs)• Interpersonal relations and providing leadership. Planning, organizing, prioritizing• Program planning and evaluation as related to compliance development and improvementAbility to:• Analyze information (various forms) to produce recommendation• Research and interpret policy, contract, statute and state requirements• Effectively communicate (oral/written) with both internal and external customers• Solve problems through critical thinking and apply lessons to a broad array of situations• Work in a fast-paced environment• Remain flexible while ensuring complianceSelective Preference(s):The ideal candidate for this position will have:• Bachelor’s degree in human service, public health or closely related field or certification in Health Care Compliance preferred, or experience in contract/ program administration, contract monitoring, or compliance in a managed care organization.Pre-Employment Requirements:• If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.)
