The Colorado Department of Military & Veterans Affairs (DMVA) has four major operational divisions: Army National Guard, Air National Guard, Civil Air Patrol, and Veterans Affairs. These divisions utilize State and Federal resources to provide our communities, State, and Nation with a ready military force for National defense and State emergency response as well as providing assistance to our Colorado Veterans.DMVA offers comprehensive benefit programs to its classified work force that includes paid holidays, annual leave, sick leave, medical, dental, life, disability plans, flexible spending accounts, and public retirement options. This position is a new position located at the Department of Military and Veterans Affairs headquarters in Centennial. The primary function of this position is to independently administer the development and delivery of all training, mandatory and need-based, for the Department of Military and Veterans Affairs. Duties include, but are not limited to, the following:• this position independently develops and implements the official training development program on behalf of the Department of Military and Veterans Affairs to include assessment of DMVA training, facilitating training sessions, managing and facilitating training budgets and fund allocation that all initiatives align with organizational budget and goals, and tracking program effectiveness;• instructional design and creation of training modules and presentations to include internal emergency response training, sexual harassment, diversity training, and partnering with a variety of internal departments to develop training such as orientation, open enrollment, internal leadership programs, emotional intelligence, teamwork, etc.;• designing and developing a variety of content ensuring all forms, documents, and publications meet accessibility requirements;• determining modality for training based on user needs and SMEs expectations, providing ways to evaluate impact of trainings;• completing training certification from third-party and state vetted vendors to solicit and procure vendors as needed;• becoming the subject matter expert to facilitate the training for 4 Lenses, Emotional Intelligence, EDIA, and other programs as required;• collaborating with leadership to prioritize DMVA training needs to support the overall agency as well as internal departments;• developing internal training for all personnel through a variety of training vehicles for a variety of internal system and program requirements such as Sharepoint, Kronos, Learning Management systems, Training Request forms, and a variety of other internal systems and processes;• engage in ongoing assessments to evaluator the effectiveness of training programs and identify areas for improvement while making adjustments as necessary; and• performing back-up to Archives and Tuition Assistance Program for cross-training purposes.Residency Requirement: (New)This posting is only open to residents of the State of Colorado at the time of submitting your application.Class Code & Classification Description: (New)H4I3XXTRAINING SPECIALIST IIIMINIMUM QUALIFICATIONS:Experience Only:Seven (7) years of relevant experience of adult training content and delivery with at least two years' experience identifying needs and cost analysis of organizational requirements to create a highly robust and effective service delivery to all internal employees of the DMVAOREducation and Experience:A combination of related education from an accredited institution in organizational development, training, process improvement, business or a related degree and/or relevant experience in adult training content and delivery with at least two years' experience identifying needs and cost analysis of organizational requirements to create a highly robust and effective service delivery equal to seven (7) years.Appeal Rights:If you receive notice that you have been eliminated from consideration for this position, you may file an appeal with the State Personnel Board or request a review by the State Personnel Director.An appeal or review must be submitted on the official appeal form, signed by you or your representative.
