You WILL NOT be considered for the position if you attach a CMS100, CMS100b or any other document in lieu of a Resume or CV.Position OverviewCOME JOIN A TRANSFORMATIVE TEAM, with a record of proven, positive impact to the State of Illinois.The Illinois Office of the Comptroller is seeking applicants for the position of Program Manager / Human Resources Manager for the Chicago Office.The Comptroller is the chief fiscal control officer for the Illinois government, charged by the Constitution with maintaining the state’s central fiscal accounts and ordering payments into and out of the appropriate funds. The office processes more than 16 million transactions annually and serves as a “fiscal watchdog” to ensure that all state payments meet the requirements of the law. The Comptroller’s office provides meaningful and timely fiscal information to help state policymakers adopt effective policies. The office continually seeks new ways to improve how it serves the public. The Comptroller has updated and streamlined the Comptroller’s website and has led the process of updating the state’s payroll and accounting systems. Comptroller Mendoza is committed to running the Office of Comptroller as a financial watchdog for the interest of Illinois citizens and to installing the most modern and transparent systems to make the state’s financial information available to all.Subject to approval of the Assistant Comptroller, the Program Manager/Human Resources Manager for the Chicago Office assists in the administrative coordination of the Chicago Office. This position consults with Directors as may be necessary to address priority issues, researches information from inquiries and drafts responses to public inquiries that may be sensitive and/or highly confidential. The incumbent receives, reviews and distributes general mail or correspondence, and uses independent judgment to ensure appropriate flow of information between Chicago staff members and other divisions of the Comptroller’s office, statewide. The incumbent serves as the Chicago Human Resources Liaison and performs assignments that may be highly sensitive or confidential in nature including personnel matters. This position may be designated as bilingual, performing both spoken and written interpretive duties.Job Responsibilities• Provides overall support to the Assistant Comptroller including special projects; serves as a liaison to Directors statewide, performs highly sensitive and confidential duties at an executive level; may make recommendations and assist with the development and installation of major agency policies or programs.• Serves as a designated timekeeper and liaison to the Office of Human Resources for personnel related matters including discipline, labor relations issues, investigations, timekeeping, job assignments, training and onboarding, etc.• Assists in maintaining efficient and effective Chicago Office operations as a backup for the Chicago Office Manager.• Assists with travel arrangements and vouchers.• Represents the IOC at job fairs and other events as assigned.Minimum Qualifications• Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college, preferably in business or public administration, human resources management, or communications• Requires experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization; or any combination of education, training and experience above.• Requires a valid driver’s license.Preferred Qualifications• Prefers possession of professional HR certification (e.g. SHRM-CP, HRCI, IPMA-CP)• Prefers ability to communicate verbally and in writing in another languageKnowledge, Skills, and Abilities• Requires thorough knowledge of office programs and service objectives, activities and operational systems.• Requires thorough knowledge of laws, regulations, policies, procedures and rules.• Requires ability to exercise sound judgement in analyzing, evaluating, and solving problems of a difficult procedural, organizational, administrative, and technical nature.• Requires ability to exercise judgment and discretion in developing, implementing, and interpreting division policies and procedures.• Requires ability to estimate and budget for future needs and cost of personnel, space, equipment, supplies and services.• Requires thorough knowledge of project management techniques and the principles of effective leadership or supervision.• Requires thorough knowledge of analysis and risk assessment of programs and activities• Requires ability to exercise judgement and discretion in implementing and interpreting division policies and procedures.• Requires ability to develop and maintain satisfactory working relationships with office officials and outside organization representatives and to deal effectively with controversial problems.• Requires ability to judge alternatives in terms of effectiveness.• May require ability to plan, coordinate and review the activities of personnel to meet defined goals and schedules.• May require knowledge of personnel, labor relations and budgeting policies and procedures.• Requires working knowledge of personal computers and software.BenefitsThis position is eligible to be a member of the State of Illinois Group Insurance program which includes health, dental, vision, and life insurance coverage options.
