We are confident that you will take pride in serving Illinois and its residents and visitors.Job ResponsibilitiesThis position is accountable for the supervision of all field activities involved in the construction of one highly complex project or multiple related projects in a highway district.This position reports to a Supervising Field Engineer. Reporting to this position are 1-3 engineers and 4-10 technicians.This position is accountable for the supervision of all engineering and inspection functions involved in the construction of highway construction projects. These entail highly complex structures involving new technology or engineering design; major projects in urban areas; or a series of interconnected or interrelated sections involving mainline pavements, structures, and interchanges. The position must supervise projects that involve new construction techniques that require a high degree of engineering knowledge and practical experience in construction procedures. Projects involve numerous contractors and subcontractors who must be monitored for schedules, quality of work, and performance. The position’s responsibilities include verifying that the contractor complies with all provisions of the contract plans, special provisions, and specifications.A typical problem for the incumbent entails supervising and directing all activities of a complex construction project while ensuring that the safety of the motoring public is not adversely affected and that the project meets the expected quality control standards. The greatest challenge for this position entails the ability of the incumbent to anticipate construction problems, implement corrective measures, and thereby avoid project cost overruns and/or delays in the construction project.The incumbent provides engineering guidance in the form of surveying and inspection, develops and approves new construction techniques, assists contractors by suggesting technical solutions, assures contract compliance by inspection and project monitoring, trains entry level engineers in departmental policies and sound engineering practices, and maintains effective communication with the contractor, job superintendent, subordinate personnel, local property owners and public officials. The incumbent also anticipates and resolves complaints and project design problems, monitors and maintains project records, coordinates work by utility companies, monitors job safety and traffic control, and coordinates multi-job projects to assure scheduling and to resolve differences between the various contractors. The incumbent is also responsible for directing and overseeing the layout and staking, handling drainage complaints, assigning personnel and equipment, performing public relations, taking care of plan changes, and handling unexpected construction problems.Job Responsibilities ContinuedThe incumbent accomplishes accountabilities through the following staff: 1 to 3 engineers and 4 to 10 technicians and their subordinates who perform layout, work inspection and testing, computations, and report preparation.The incumbent has wide latitude in supervising the project; however, design changes, personnel problems, and major construction problems are referred to the Supervising Field Engineer for assistance. The incumbent is governed by the Standard Specifications for Road and Bridge Construction, Construction Field Manuals, Construction Memorandums, specific contract documents and district and Illinois Department of Transporation policies.Frequent contacts within the department include all district bureaus, the central Bureau of Construction and the central Bureau of Bridges and Structures. Significant outside contacts include contractors, property owners, utility companies, local governmental officials, and the news media. Travel occurs throughout assigned construction sites daily.The performance of the incumbent is measured by the ability to supervise highly complex projects and to motivate the contractor in such a manner as to maintain costs and schedules while minimizing adverse effects to the traveling public and local property owners.Principal Accountabilities1. Provides adequate engineering supervision to contractors involved in highly complex construction projects.2. Provides engineering solutions to design problems and unique conditions involving new construction techniques.3. Maintains adequate project records and coordinates multi-job projects so that they adhere to schedules.4. Resolves complaints from private citizens, and local government agencies regarding project inconveniences.5. Assures usage of proper safety and traffic control by contractors.6. Provides and maintains a safe work environment for subordinate personnel.7. Trains, motivates, and evaluates subordinate personnel.8 Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.9. Performs all other duties as assigned.Position Requirements1. Current registration as a Licensed Professional Engineer in the state of Illinois.2. Four years of experience in civil engineering in the area of highways, streets and structures with knowledge of plans and specifications for construction projects.3. Valid driver’s license.4. Districtwide travel.5. Ability to successfully pass a background check.Position Desirables1. Thorough knowledge of the principles and practices of civil engineering.2. Thorough knowledge of modern methods and techniques as applied to the design, construction, and maintenance of public works.3. Ability to supervise the work of other engineers and technicians.4. Ability to perform difficult technical research and make comprehensive recommendations on engineering problems.5.
