Summary: The Budget Analyst 3 position develops and monitors annual budgets and supports the leadership team with assigned appropriations or programs. This position is the primary point of contact to analyze and support the complex funding associated with HHS operating programs and manages multiple funds through an effective partnership and collaboration with program staff.
Responsibilities... This position will prepare and submit:
• annual budgets and monthly or other periodic financial projections.
• quarterly federal financial reports utilizing a variety of accounting and statistical reports/methods.
• financial impact analyses and fiscal notes detailing proposed and actual legislated actions.
Requirements: To be effective, the candidate must develop a strong understanding of HHS programs and the agency’s budgeting processes. Proactively consulting to identify and forecast cost impacts while maintaining comprehensive documentation in support of all assigned budget areas is critical to the success of the position.

• able to provide direct, clear, concise, and professional written and verbal communications for a variety of audiences.
• able to quickly identify issues, offer solutions and continuously establish and maintain adequate controls to leverage funding sources and operate within state and federal limitations.

1) Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration, and experience equal to three years of full-time work in professional level budget analysis or fiscal management.
2) All of the following (a and b):
a. Three years of full-time work experience in professional level budget analysis or fiscal management; and
b. A total of four years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.
3) All of the following (a, b, and c):
a. Graduation from an accredited college or university with a master's degree in business administration or public administration; and
b. Two years of full-time work experience in professional level budget analysis or fiscal management; and
c. A total of four years of education and/or full-time experience (as described in number one), where twenty-four semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.
4) Current, continuous experience in the state executive branch that includes one year of full-time work as a Budget Analyst 2.
