Overview: The HHS, Division of Family Well-Being and Protection, Child Care is seeking a Bureau Chief for the policy bureau. This position, within the Division of Family Well-Being and Protection (FWB+P), is responsible for multiple activities centered around the department’s oversight and implementation of the Child Care and Development Block Grant and child care services ... Core Hours: Monday-Friday 8:00 AM – 4:30 PM This position, within the Division of Family Well-Being and Protection (FWB+P), is responsible for multiple activities centered around the department’s oversight and implementation of the Child Care and Development Block Grant and federal reporting requirements. Tasks include supervision and oversight of the policy team who engages in manual development, administrative rule and Iowa Code development, contract implementation and administration; policy information specialization in the areas of child care regulations, child care quality initiatives, child care subsidy, and federal outcomes tracking and reporting. The ideal candidate will: • Has current/relevant experience with state and federal policy. • Has current/relevant experience in the field of child care or early childhood education • Has strong technical writing skills and ability to provide good written documentation in a timely manner. • Establish and maintain effective working relationships with state, local and federal agencies, private enterprise, other political subdivisions, and the public. • Demonstrate excellent judgment and communication skills. • Ability to prioritize and work under pressure. • Ability to work independently. • Demonstrates integrity and a strong work ethic. • Ability to use independent judgement to make sound decisions. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise. 280 Human/Social Services Programs 6 months’ experience, 12 semester hours, or a combination of both directly related to human/social services. Experience generally obtained from either some level of government organization or a non-profit organization delivering these services. Must demonstrate exposure to the basic concepts of human/social services and related policies and procedures. Programs include those traditionally under the purview of the Department of Human Services, such as but not limited to: • Child and family welfare • Medicaid • Entitlement programs • Income maintenance • Mental health • Development disabilities • Child support recovery AND 564 Government Regulation and Accountability Applicant should demonstrate a minimum of 6 months’ experience, 12 semester hours, or a combination of both in the area of managing state or federal governmental regulations and implementing accountability provisions. AND 720 Policy Development 6 months’ experience, 12 semester hours, or a combination of both in the development of written documents that will create policies, standards, and procedures.Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations. 2) Eight years of full-time work experience in program administration, development, management, or operations. 3) All of the following (a and b): a. Four years of full-time work experience work in program administration, development, management, or operations; and b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education. 4) All of the following (a, b, and c): a. Two years of full-time work experience work in program administration, development, management, or operations; and b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education. 5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
